Narrative:

Flight had been held on taxiway cc lga with engines shut down for a ground stop to atl due to ZDC. When released, ground instructed us to taxi to runway 13. We were next for takeoff, changed to tower frequency. An air carrier airbus (aircraft Y) was approaching the same spot (intersection of txwys cc and G) from the opposite direction along taxiway G from runway 4/22. Seeing him coming, I stopped on taxiway cc before encroaching on taxiway G. The air carrier then stopped on taxiway G before blocking the intersection of taxiway G and cc. While stopped, we had switched to tower frequency and continued completing checklists. Since the air carrier had stopped and we had been cleared to taxi to the runway as next for takeoff, I continued to taxi, encroaching on taxiway G. At this time tower instructed us to hold position. Apparently, tower had cleared the air carrier airbus to the runway. Tower then asked air carrier if he could get past us. He could, but uncomfortably close. The air carrier and a small commuter aircraft (aircraft Z) behind him were taxied to runway for takeoff. After that, we were again cleared to taxi, this time by tower, to runway 13 and given takeoff clearance. Apparently both the air carrier and I had been cleared to taxi to runway 13, but by different controllers -- him by the tower, and us by ground. I believe both pilots acted correctly. Even though I had clearance, when I saw another aircraft approaching, I stopped. He did the same thing. Since he had stopped, and I had clearance, I continued to taxi encroaching on the taxiway. I did not rechk the clearance. There was no reason to. There was no question about the clearance and the other aircraft had given way. It seems that error was with the controllers. Apparently, ground cleared us to taxi to the hold short point of runway 13 and tower had cleared the air carrier to the same point. I do not know if the confusion came from the 2 controllers not coordinating or from one controller giving a clearance over an area that was not in his control.

SEEING HIM COMING, I STOPPED ON TXWY CC BEFORE ENCROACHING ON TXWY G. THE ACR THEN STOPPED ON TXWY G BEFORE BLOCKING THE INTXN OF TXWY G AND CC. WHILE STOPPED, WE HAD SWITCHED TO TWR FREQ AND CONTINUED COMPLETING CHKLISTS. SINCE THE ACR HAD STOPPED AND WE HAD BEEN CLRED TO TAXI TO THE RWY AS NEXT FOR TKOF, I CONTINUED TO TAXI, ENCROACHING ON TXWY G. AT THIS TIME TWR INSTRUCTED US TO HOLD POS. APPARENTLY, TWR HAD CLRED THE ACR AIRBUS TO THE RWY. TWR THEN ASKED ACR IF HE COULD GET PAST US. HE COULD, BUT UNCOMFORTABLY CLOSE. THE ACR AND A SMALL COMMUTER ACFT (ACFT Z) BEHIND HIM WERE TAXIED TO RWY FOR TKOF. AFTER THAT, WE WERE AGAIN CLRED TO TAXI, THIS TIME BY TWR, TO RWY 13 AND GIVEN TKOF CLRNC. APPARENTLY BOTH THE ACR AND I HAD BEEN CLRED TO TAXI TO RWY 13, BUT BY DIFFERENT CTLRS -- HIM BY THE TWR, AND US BY GND. I BELIEVE BOTH PLTS ACTED CORRECTLY. EVEN THOUGH I HAD CLRNC, WHEN I SAW ANOTHER ACFT APCHING, I STOPPED. HE DID THE SAME THING. SINCE HE HAD STOPPED, AND I HAD CLRNC, I CONTINUED TO TAXI ENCROACHING ON THE TXWY. I DID NOT RECHK THE CLRNC. THERE WAS NO REASON TO. THERE WAS NO QUESTION ABOUT THE CLRNC AND THE OTHER ACFT HAD GIVEN WAY. IT SEEMS THAT ERROR WAS WITH THE CTLRS. APPARENTLY, GND CLRED US TO TAXI TO THE HOLD SHORT POINT OF RWY 13 AND TWR HAD CLRED THE ACR TO THE SAME POINT. I DO NOT KNOW IF THE CONFUSION CAME FROM THE 2 CTLRS NOT COORDINATING OR FROM ONE CTLR GIVING A CLRNC OVER AN AREA THAT WAS NOT IN HIS CTL.
