Narrative:

Departing eddf, climbing to 5000 ft (transition altitude 5000 ft or assigned). Reclred to FL70. Did not switch altimeter to 29.92 due to distrs. Very busy voice procedures, after takeoff check, direct clearance, lca for new first officer. While leveling at 7000 ft, with altimeter set at 1024 hpa, reclred to FL110. Realized while passing 7000 ft that we failed to reset altimeter at the transition altitude. Momentary leveloff at 7000 ft would have equaled FL73. Made crew brief transition altitude, but did not execute it when cleared to FL70. Recommend discipline for altimeter setting in foreign country airspace with variable transition altitude.
