Narrative:

At about XA00, an employee called on portable radio system that aircraft on gate xyz needed to have 2 items deferred and I asked if that was the radio and electric write-ups. He said that it was my job to defer, since this aircraft was assigned to me and another technician. I said this was the other department's work and about this time, supervisor said over radio system that if aircraft took a delay because of this problem, I would have to look for another job. After this statement from supervisor, I went out to aircraft and placed 2 items on deferral. While I was writing in logbook, the captain had the MEL book in his hand and asked if I wanted to MEL said items in question. I said no, the maintenance office said this was a deferral and I told him to call my maintenance office, and he did and someone told him that it was a deferred item. At this time, I finished the paperwork, the aircraft departed a short time later. After this time, I came back inside and some of the technicians said they thought that the safety demonstration tape was an MEL item, and showed me in the MEL book. I have never had training and then I went into the maintenance office and asked technician why he set me up. He said that item in question was a defer and when I showed him in MEL book as I was shown, he said he did not know this. My point is that technician should not have to do radio and electric work, as I am not trained in this area.

Title: A B757-200 WAS DISPATCHED IN NON COMPLIANCE WITH THE PAX SAFETY DEMO TAPE DEFERRED USING LCL MAINT AUTH.

Narrative: AT ABOUT XA00, AN EMPLOYEE CALLED ON PORTABLE RADIO SYS THAT ACFT ON GATE XYZ NEEDED TO HAVE 2 ITEMS DEFERRED AND I ASKED IF THAT WAS THE RADIO AND ELECTRIC WRITE-UPS. I SAID THIS WAS THE OTHER DEPT'S WORK AND ABOUT THIS TIME, SUPVR SAID OVER RADIO SYS THAT IF ACFT TOOK A DELAY BECAUSE OF THIS PROB, I WOULD HAVE TO LOOK FOR ANOTHER JOB. AFTER THIS STATEMENT FROM SUPVR, I WENT OUT TO ACFT AND PLACED 2 ITEMS ON DEFERRAL. WHILE I WAS WRITING IN LOGBOOK, THE CAPT HAD THE MEL BOOK IN HIS HAND AND ASKED IF I WANTED TO MEL SAID ITEMS IN QUESTION. I SAID NO, THE MAINT OFFICE SAID THIS WAS A DEFERRAL AND I TOLD HIM TO CALL MY MAINT OFFICE, AND HE DID AND SOMEONE TOLD HIM THAT IT WAS A DEFERRED ITEM. AT THIS TIME, I FINISHED THE PAPERWORK, THE ACFT DEPARTED A SHORT TIME LATER. AFTER THIS TIME, I CAME BACK INSIDE AND SOME OF THE TECHNICIANS SAID THEY THOUGHT THAT THE SAFETY DEMO TAPE WAS AN MEL ITEM, AND SHOWED ME IN THE MEL BOOK. I HAVE NEVER HAD TRAINING AND THEN I WENT INTO THE MAINT OFFICE AND ASKED TECHNICIAN WHY HE SET ME UP. HE SAID THAT ITEM IN QUESTION WAS A DEFER AND WHEN I SHOWED HIM IN MEL BOOK AS I WAS SHOWN, HE SAID HE DID NOT KNOW THIS. MY POINT IS THAT TECHNICIAN SHOULD NOT HAVE TO DO RADIO AND ELECTRIC WORK, AS I AM NOT TRAINED IN THIS AREA.
