Narrative:

Picked up flight plan by telephone with FSS for an IFR flight. Route of flight from meb to SOP. Void time of XA15Z. Field went VFR after I picked up clearance, so I decided to take off VFR, which I did, squawking 1200. As a new IFR pilot (less than 1 yr) I simply forgot to call FSS with my intentions. I thought the clearance would be void totally if I was not off by XA15Z. This incident shows the need to constantly study the FARS. I contacted instructor immediately to review the situation.

Title: A LOW TIME PA23 PLT DEPARTED MEB UNDER VFR WITHOUT NOTIFYING ATC, AFTER FAY ISSUED A XPONDER CODE FOR AN IFR DEP WITH A VOID TIME.

Narrative: PICKED UP FLT PLAN BY TELEPHONE WITH FSS FOR AN IFR FLT. RTE OF FLT FROM MEB TO SOP. VOID TIME OF XA15Z. FIELD WENT VFR AFTER I PICKED UP CLRNC, SO I DECIDED TO TAKE OFF VFR, WHICH I DID, SQUAWKING 1200. AS A NEW IFR PLT (LESS THAN 1 YR) I SIMPLY FORGOT TO CALL FSS WITH MY INTENTIONS. I THOUGHT THE CLRNC WOULD BE VOID TOTALLY IF I WAS NOT OFF BY XA15Z. THIS INCIDENT SHOWS THE NEED TO CONSTANTLY STUDY THE FARS. I CONTACTED INSTRUCTOR IMMEDIATELY TO REVIEW THE SIT.
