Narrative:

We were landing on runway 31 at lga -- VFR -- uneventful landing. On rollout tower requested we exit at sierra (south) or romeo (right) which is before runway 4/22. Captain did not hear request. First officer acknowledged tower and told captain they want us to exit here at 'south' or 'right.' captain determined aircraft had not slowed to safe taxi speed and decided to cross runway 4/22 and exit at aa. First officer informed tower immediately of our intentions. Tower rogered us and then told aircraft on runway 04 to cancel takeoff clearance and exit runway. Other aircraft had just started its takeoff roll. Lga does not have land and hold short procedures and tower should never assume an aircraft will make a short rollout and clear for their convenience. Aircraft on runway 04 should not have been cleared for takeoff until other aircraft had cleared the runway. Callback conversation with reporter revealed the following information: captain was not sure if the first officer had merely responded with 'roger' to the controller's instruction to turn off at taxiway south or right. He said it was dark and he was not very familiar with the taxiway locations. He said the aircraft on runway 04 started to roll for only a very short distance and was not a problem. It was either an ATR42 or an ATR72.

Narrative: WE WERE LNDG ON RWY 31 AT LGA -- VFR -- UNEVENTFUL LNDG. ON ROLLOUT TWR REQUESTED WE EXIT AT SIERRA (S) OR ROMEO (R) WHICH IS BEFORE RWY 4/22. CAPT DID NOT HEAR REQUEST. FO ACKNOWLEDGED TWR AND TOLD CAPT THEY WANT US TO EXIT HERE AT 'S' OR 'R.' CAPT DETERMINED ACFT HAD NOT SLOWED TO SAFE TAXI SPEED AND DECIDED TO CROSS RWY 4/22 AND EXIT AT AA. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: CAPT WAS NOT SURE IF THE FO HAD MERELY RESPONDED WITH 'ROGER' TO THE CTLR'S INSTRUCTION TO TURN OFF AT TXWY S OR R. HE SAID IT WAS DARK AND HE WAS NOT VERY FAMILIAR WITH THE TXWY LOCATIONS. HE SAID THE ACFT ON RWY 04 STARTED TO ROLL FOR ONLY A VERY SHORT DISTANCE AND WAS NOT A PROB. IT WAS EITHER AN ATR42 OR AN ATR72.
