Narrative:

We were approaching gso on the ILS runway 23. We were in moderate to heavy rain. Approach didn't hand us off to tower. We were cleared for the approach but never changed to tower. We landed and called approach for taxi instructions. They didn't know if we were on the ground or not. We told them we were on the ground. We got off the runway and called ground control.
