Narrative:

Prior controller issued climb to FL390 to BE40. Air carrier B737 was opposite direction at FL370, third aircraft under BE40 at FL350. Pxt restr area was hot, FL410 and below. The BE40 was climbing less than 1000 FPM. I was only on the sector for 9 mins when this occurred. I was boxed in from the start of my time on position. Saw the conflict prior to it happening. Separated aircraft the best I could in the time at hand.

Title: A ZDC CTLR WAS UNABLE TO PREVENT A CONFLICT ALERT BTWN A BE40 AND A B737 WITHIN HIS AIRSPACE.

Narrative: PRIOR CTLR ISSUED CLB TO FL390 TO BE40. ACR B737 WAS OPPOSITE DIRECTION AT FL370, THIRD ACFT UNDER BE40 AT FL350. PXT RESTR AREA WAS HOT, FL410 AND BELOW. THE BE40 WAS CLBING LESS THAN 1000 FPM. I WAS ONLY ON THE SECTOR FOR 9 MINS WHEN THIS OCCURRED. I WAS BOXED IN FROM THE START OF MY TIME ON POS. SAW THE CONFLICT PRIOR TO IT HAPPENING. SEPARATED ACFT THE BEST I COULD IN THE TIME AT HAND.
