Narrative:

Intended to fly VFR to destination 30 NM away, but asked FSS to get us an IFR clearance just in case we ran into poor WX en route. Did not intend to activate IFR unless necessary. Approximately 8 mins after takeoff, called FSS to let them know we did not intend to use IFR clearance. Both departure and destination airfields were non-controled with FSS remote frequency available. After landing at destination, ATC informed us that after picking up IFR clearance, the airspace is ours and we need to let them know sooner if we don't intend on using the IFR clearance. From now on, I will call ATC and inform them of our intentions much sooner after takeoff so as to 'free up' the airspace for other IFR inbound traffic -- if any exist.

AFTER LNDG AT DEST, ATC INFORMED US THAT AFTER PICKING UP IFR CLRNC, THE AIRSPACE IS OURS AND WE NEED TO LET THEM KNOW SOONER IF WE DON'T INTEND ON USING THE IFR CLRNC. FROM NOW ON, I WILL CALL ATC AND INFORM THEM OF OUR INTENTIONS MUCH SOONER AFTER TKOF SO AS TO 'FREE UP' THE AIRSPACE FOR OTHER IFR INBOUND TFC -- IF ANY EXIST.
