Narrative:

There are too many vehicles on the movement area at orf. Mowers, fuel trucks, fire trucks, airport police and rescue always crossing runways. There needs to be a service road to keep these vehicles from being on runways and txwys. Only emergency, repair, security and runway/taxiway inspections should be on the movement areas. The airport seems to have forgotten about 'runway incursions.' some operators are confused if you give them taxi instructions if they differ from what they expect, and this airport is very straight-forward layouts. Callback conversation with reporter revealed the following information: reporter states there is an FAA/airport LOA. Airport officials are occasionally reminded by the FAA that operators are not using correct coordination procedures, and the non-communication condition improves -- for a while, then degrades. The occasional runway incursion by a vehicle is immediately dealt with. Airport officials stated to the FAA that a service road was authority/authorized for construction with an expected completion of dec/02. The road would circle around the approach end of runways 5 and 14. This would, in particular, keep fuel trucks from crossing txwys and runways when en route from ramp to ramp. The reporter is aware of a recently filed ucr.

Title: ORF CTLR CONCERNED THAT TOO MANY ARPT VEHICLES ARE PERMITTED TO OPERATE ACROSS RAMPS, TXWYS AND RWYS.

Narrative: THERE ARE TOO MANY VEHICLES ON THE MOVEMENT AREA AT ORF. MOWERS, FUEL TRUCKS, FIRE TRUCKS, ARPT POLICE AND RESCUE ALWAYS XING RWYS. THERE NEEDS TO BE A SVC ROAD TO KEEP THESE VEHICLES FROM BEING ON RWYS AND TXWYS. ONLY EMER, REPAIR, SECURITY AND RWY/TXWY INSPECTIONS SHOULD BE ON THE MOVEMENT AREAS. THE ARPT SEEMS TO HAVE FORGOTTEN ABOUT 'RWY INCURSIONS.' SOME OPERATORS ARE CONFUSED IF YOU GIVE THEM TAXI INSTRUCTIONS IF THEY DIFFER FROM WHAT THEY EXPECT, AND THIS ARPT IS VERY STRAIGHT-FORWARD LAYOUTS.
