Lax ATC ground control cleared us to 'taxi to 24L via echo.' after passing taxiway 'V' ground informed us that we should have held short 'V.' we were well short of 24L and fully complying with the exact ATC clearance. After a phone call, lax expects 'most' aircraft to hold short of 'V' due to a yellow 'information' sign that reads 'all aircraft hold here.' this is only an 'information' sign and not a red 'mandatory' sign. Lax considers it too verbose to add 'hold short of victor' in each taxi clearance, while still expecting aircraft to read an obscure sign and hold short of 'V.' there are much more important things to do as you approach the runway end rather than reading signs that would normally not apply to a taxi clearance. Callback conversation with reporter revealed the following information: reporter states that the 'all aircraft' sign is yellow and only on the left side of taxiway east, short of taxiway V. In a conversation with a tower supervisor, the supervisor is alleged to have said that this sign allows the controller reduced standard phraseology issued to aircraft assigned runway 24L for departure. Company has been advised and the reporter has asked for a change in the company airport charting to reflect mandatory compliance. The reporter has heard ground control frequently challenge aircraft that have taxied past this hold short point. Tower specialist advised that this sign 'has been there forever,' and that this situation has rarely been seen. The need for large aircraft to hold on 'east' short of 'V' is the lack of maneuvering room on taxiway D between taxiway D7 and the terminal 1 concourse. Aircraft jet blast has in the past, damaged windows on terminal 1. It has been recommended that the a/FD (airport/facility directory) text be amended to reflect an 'all aircraft' holdshort point. Also, that lax airport officials verify that the signage in question reflect 'mandatory' signage criteria and format, changing it from yellow to red.

CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES THAT THE 'ALL ACFT' SIGN IS YELLOW AND ONLY ON THE LEFT SIDE OF TXWY E, SHORT OF TXWY V. IN A CONVERSATION WITH A TWR SUPVR, THE SUPVR IS ALLEGED TO HAVE SAID THAT THIS SIGN ALLOWS THE CTLR REDUCED STANDARD PHRASEOLOGY ISSUED TO ACFT ASSIGNED RWY 24L FOR DEP. COMPANY HAS BEEN ADVISED AND THE RPTR HAS ASKED FOR A CHANGE IN THE COMPANY ARPT CHARTING TO REFLECT MANDATORY COMPLIANCE. THE RPTR HAS HEARD GND CTL FREQUENTLY CHALLENGE ACFT THAT HAVE TAXIED PAST THIS HOLD SHORT POINT. TWR SPECIALIST ADVISED THAT THIS SIGN 'HAS BEEN THERE FOREVER,' AND THAT THIS SIT HAS RARELY BEEN SEEN. THE NEED FOR LARGE ACFT TO HOLD ON 'E' SHORT OF 'V' IS THE LACK OF MANEUVERING ROOM ON TXWY D BTWN TXWY D7 AND THE TERMINAL 1 CONCOURSE. ACFT JET BLAST HAS IN THE PAST, DAMAGED WINDOWS ON TERMINAL 1.
