Narrative:

While on our descent into las on the fuzzy 4 arrival, approach control had assigned us to cross fuzzy intersection at 16000 ft. Approaching fuzzy on our descent through 17000 ft, approach control commanded us to stop at 17000 ft, at which time a flight of 4 F-16's from nellis AFB passed directly 400 ft below us. There was no TCASII alert, nor time to react. Approach control apologized and said they are not in communication come nellis. My question is, why are they not in communication with nellis? And why is a VFR flight of 4 fighters allowed to operate on a major arrival route? This could have been a potential disaster! Supplemental information from acn 510072
