Narrative:

Seneca was parked on the general ramp in williston, md. FAA inspector noticed that 2 or 3 passenger seats were loose. Inspector was inside the aircraft while I was away from the airport. So upon return to the airport, inspector inquired about who installed passenger seats. I told him I installed the seats, in which the inspector informed me I wasn't qualified. I didn't know that installing a seat was in violation of crash fire rescue equipment part 135.
