Narrative:

Around 4000 ft at 8 DME on ORD1. Ord departure not met. First officer was PF. Captain was operating radar at time of occurrence. Crew did not recognize they would not make crossing restr using quiet EPR power settings for noise abatement. Captain failed to monitor PF while operating/analyzing radar. No conflict reported by ATC. Crossing restr was briefed during pre takeoff briefing, but the fact that quiet EPR may not be sufficient was not.
