Narrative:

While in cruise flight on J121, we noticed that it was hard to understand ZDC. When we tried to contact center, no response was given. We established communications with a flight in the area, and asked if they could raise center and assign us a new frequency. Once we were given the new frequency, we asked how long we should have been on the new washington frequency. We were told for the last 60 mi.
