It doesn't surprise me that the ase tower didn't have the NOTAM about their very own airport before that gulfstream crashed (procedure not authority/authorized at night). Just this morning, working TRACON data, I got a call from day AFSS. The caller advised that he recently spoke to an osu based pilot that was upset that he had been advised by cmh TRACON that the dlz VOR runway 28 approach was not authority/authorized due to the ape VORTAC radial problem (VOR portion unusable 174 degree to 312 degree radial below 8000 ft). The fellow from day AFSS advised me that the NOTAM was canceled some time ago (about a month). The supervisor and I dug into this a bit deeper because it didn't sound right. We found a vague description about it in the NOTAMS book (fdc 1/0056 ZID, oh, fi/T airway ZID). Upon calling the AFSS supervisor we learned that it was now printed in the AFD (east central united states, page 183). Note that there is nothing listed under dlz (or the many other airports affected by this radial problem). This shows that the NOTAM system is seriously flawed. Callback conversation with reporter revealed the following information: reporter concerned that NOTAM information does not have wide area distribution. Reporter's comments of gulfstream accident based on partial information outside of his area of control jurisdiction. Analyst reviewed current pubs and found ape outage information as current and published. Analyst recognizes that cmh needs to ensure they are receiving all appropriate NOTAM pubs so that they are able to initiate interfacility coordination to ensure the effected facility/facilities has current information and procedures to provide an appropriate level of service.

UPON CALLING THE AFSS SUPVR WE LEARNED THAT IT WAS NOW PRINTED IN THE AFD (E CENTRAL UNITED STATES, PAGE 183). NOTE THAT THERE IS NOTHING LISTED UNDER DLZ (OR THE MANY OTHER ARPTS AFFECTED BY THIS RADIAL PROB). THIS SHOWS THAT THE NOTAM SYS IS SERIOUSLY FLAWED. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR CONCERNED THAT NOTAM INFO DOES NOT HAVE WIDE AREA DISTRIBUTION. RPTR'S COMMENTS OF GULFSTREAM ACCIDENT BASED ON PARTIAL INFO OUTSIDE OF HIS AREA OF CTL JURISDICTION. ANALYST REVIEWED CURRENT PUBS AND FOUND APE OUTAGE INFO AS CURRENT AND PUBLISHED. ANALYST RECOGNIZES THAT CMH NEEDS TO ENSURE THEY ARE RECEIVING ALL APPROPRIATE NOTAM PUBS SO THAT THEY ARE ABLE TO INITIATE INTERFAC COORD TO ENSURE THE EFFECTED FACILITY/FACILITIES HAS CURRENT INFO AND PROCS TO PROVIDE AN APPROPRIATE LEVEL OF SVC.
