Narrative:

I was doing touch-and-goes in right traffic to runway 1R at fai. As I turned from base to final at about 800 ft MSL, I suddenly saw a piper navajo, in a steep right turn, come out from under the nose of my aircraft. The navajo was no more than 200 ft from me and perhaps 200 ft below me at most. The navajo was apparently circling from an approach to runway 1L at fai. The easternmost portion of his circle went through the final approach path for my assigned runway. A westerly wind of 15 KTS undoubtedly pushed the navajo toward my path. I was not given this aircraft as traffic by tower. I commented to the controller on tower frequency that it was a little close. Controller's response was 'I had you both in sight.' I think controller approved the navajo's turn without thought to other traffic and assumed that he would not blow through the approach path to runway 1R. If controller had called the traffic, I would have extended my downwind. As it was, had I accelerated my descent and not turned final till a few seconds later, we could have collided. I doubt that the controller's sight incorporates a tractor beam.

Title: HUSKY INITIATES EVASIVE MANEUVER FROM PA31 WHILE CONDUCTING TOUCH-AND-GO AT FAI.

Narrative: I WAS DOING TOUCH-AND-GOES IN R TFC TO RWY 1R AT FAI. AS I TURNED FROM BASE TO FINAL AT ABOUT 800 FT MSL, I SUDDENLY SAW A PIPER NAVAJO, IN A STEEP R TURN, COME OUT FROM UNDER THE NOSE OF MY ACFT. THE NAVAJO WAS NO MORE THAN 200 FT FROM ME AND PERHAPS 200 FT BELOW ME AT MOST. THE NAVAJO WAS APPARENTLY CIRCLING FROM AN APCH TO RWY 1L AT FAI. THE EASTERNMOST PORTION OF HIS CIRCLE WENT THROUGH THE FINAL APCH PATH FOR MY ASSIGNED RWY. A WESTERLY WIND OF 15 KTS UNDOUBTEDLY PUSHED THE NAVAJO TOWARD MY PATH. I WAS NOT GIVEN THIS ACFT AS TFC BY TWR. I COMMENTED TO THE CTLR ON TWR FREQ THAT IT WAS A LITTLE CLOSE. CTLR'S RESPONSE WAS 'I HAD YOU BOTH IN SIGHT.' I THINK CTLR APPROVED THE NAVAJO'S TURN WITHOUT THOUGHT TO OTHER TFC AND ASSUMED THAT HE WOULD NOT BLOW THROUGH THE APCH PATH TO RWY 1R. IF CTLR HAD CALLED THE TFC, I WOULD HAVE EXTENDED MY DOWNWIND. AS IT WAS, HAD I ACCELERATED MY DSCNT AND NOT TURNED FINAL TILL A FEW SECONDS LATER, WE COULD HAVE COLLIDED. I DOUBT THAT THE CTLR'S SIGHT INCORPORATES A TRACTOR BEAM.
