Narrative:

While descending on the fortl four arrival, I was cleared to 5000 ft. I did not stop at 5000 ft and at 4600 ft, the controller brought the deviation to my attention and revised my clearance altitude to 4000 ft MSL. The deviation was my fault and due to inadequate instrument scan rate. The corrective action is to revise and accelerate my scan pattern.
