Narrative:
Climbing out of 2n8, I picked up my IFR to newport news, va. I thought the clearance was to climb to 6000 ft and out of 2000 ft proceed direct dixie intersection. Out of 3000 ft, the controller queried me and told me I was cleared to maintain 2000 ft and on reaching 2000 ft proceed direct dixie, expect 6000 ft. I don't know if he or I was correct. However, getting a simple void time clearance while on the ground would have prevented this occurrence.

Title: PICKING UP HIS IFR CLRNC JUST AFTER TKOF, A GA PLT CONFUSES HIS EXPECTED ALT WITH THE ASSIGNED ONE RESULTING IN AN ALT OVERSHOOT.
Narrative: CLBING OUT OF 2N8, I PICKED UP MY IFR TO NEWPORT NEWS, VA. I THOUGHT THE CLRNC WAS TO CLB TO 6000 FT AND OUT OF 2000 FT PROCEED DIRECT DIXIE INTXN. OUT OF 3000 FT, THE CTLR QUERIED ME AND TOLD ME I WAS CLRED TO MAINTAIN 2000 FT AND ON REACHING 2000 FT PROCEED DIRECT DIXIE, EXPECT 6000 FT. I DON'T KNOW IF HE OR I WAS CORRECT. HOWEVER, GETTING A SIMPLE VOID TIME CLRNC WHILE ON THE GND WOULD HAVE PREVENTED THIS OCCURRENCE.
