Narrative:

We were at FL260, requested FL310 at XA00. ZMA then cleared air carrier X to FL310 at approximately XA03. Captain responded 'air carrier X, leaving FL260 for FL310.' miami, 'roger.' passing FL283, ZMA told us to level at FL290, which we did. ZMA asked air carrier Y his altitude (FL280) and said another aircraft responded to his clearance of FL310. Air carrier Y said it didn't ask for FL310, nor did he hear clearance to FL310. We stayed at FL290 for approximately 5 mins, then cleared to FL310 by ZMA.
