Narrative:

Cleared for takeoff runway 13, observed an EMB145 air carrier Y commuter rolling out on runway 04. I pointed at the embraer as he was not going to hold short of runway 13. I aborted. The tower asked the EMB145 if he was going to hold short. The answer was negative and the EMB145 rolled though the intersection. The second takeoff was uneventful. Supplemental information from acn 505922: aborted takeoff at approximately 40 KTS within 2000 ft of roll prior to runway intersection. Callback conversation with reporter revealed the following information: the reporter expressed the need for positive marking of hold short points with wig wag lights and surface markings whereever this operation is conducted to help prevent this type of incursion.

Title: AN ACR REJECTS HIS TKOF WHEN AN ACR ARRIVING ON A CROSSING RWY DOES NOT HOLD SHORT OF THE TAKEOFF RWY.

Narrative: CLRED FOR TKOF RWY 13, OBSERVED AN EMB145 ACR Y COMMUTER ROLLING OUT ON RWY 04. I POINTED AT THE EMBRAER AS HE WAS NOT GOING TO HOLD SHORT OF RWY 13. I ABORTED. THE TWR ASKED THE EMB145 IF HE WAS GOING TO HOLD SHORT. THE ANSWER WAS NEGATIVE AND THE EMB145 ROLLED THOUGH THE INTERSECTION. THE SECOND TKOF WAS UNEVENTFUL. SUPPLEMENTAL INFO FROM ACN 505922: ABORTED TAKEOFF AT APPROX 40 KTS WITHIN 2000 FT OF ROLL PRIOR TO RWY INTERSECTION. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR EXPRESSED THE NEED FOR POSITIVE MARKING OF HOLD SHORT POINTS WITH WIG WAG LIGHTS AND SURFACE MARKINGS WHEREEVER THIS OP IS CONDUCTED TO HELP PREVENT THIS TYPE OF INCURSION.
