Narrative:

Cruising at FL330, on J6 east of eed VOR, given clearance to cross eed at FL290. I was off the #1 radio at the time checking with company and ATIS. First officer not as familiar with aircraft and autoplt with less than 100 hours in type, so I should have been more observant during this situation. However, we were 8 mi east of eed VOR and still descending through FL300. Controller checked with first officer and asked if he would make restr and first officer responded he was trying. By the time I was back in the loop, controller was saying, 'you broke the restr' or something to that effect. The lesson: always stay in the loop -- especially when during new clrncs.

Title: A B737-200 FO FAILS TO MAKE THE ALT XING RESTR WHILE THE PIC IS OFF WITH COMPANY AND OBTAINING ATIS NEAR EED, CA.

Narrative: CRUISING AT FL330, ON J6 E OF EED VOR, GIVEN CLRNC TO CROSS EED AT FL290. I WAS OFF THE #1 RADIO AT THE TIME CHKING WITH COMPANY AND ATIS. FO NOT AS FAMILIAR WITH ACFT AND AUTOPLT WITH LESS THAN 100 HRS IN TYPE, SO I SHOULD HAVE BEEN MORE OBSERVANT DURING THIS SIT. HOWEVER, WE WERE 8 MI E OF EED VOR AND STILL DSNDING THROUGH FL300. CTLR CHKED WITH FO AND ASKED IF HE WOULD MAKE RESTR AND FO RESPONDED HE WAS TRYING. BY THE TIME I WAS BACK IN THE LOOP, CTLR WAS SAYING, 'YOU BROKE THE RESTR' OR SOMETHING TO THAT EFFECT. THE LESSON: ALWAYS STAY IN THE LOOP -- ESPECIALLY WHEN DURING NEW CLRNCS.
