Narrative:

ATIS advised ILS approach runway 18R in use. Briefed same. Advised by approach that runway 18R just closed, expect runway 18L. In cloud, continuous chop, first officer flying with autothrottles placarded inoperative. Told to keep speed up 250 KTS, descend 2300 ft, intercept runway 18L final. Strong quartering tailwind at 3000 ft. Had maverick VOR on #1 navigation for DME information due to no ILS DME on runway 18L localizer. First officer tuned and idented runway 18L. Quick brief for new approach. Cleared for approach maintain 180 KTS to marker turned just outside of marker. During a rather busy sequence of events in chop and cloud with strong tailwind, failed to capture localizer on runway 18L. Caught error at same time advised by controller and corrected back. No known conflict with traffic. Continued and landed. Contributing to high workload situation was lack of ILS DME for approach. By tuning #1 navigation for VOR/DME information, lacked suitable xchk of localizer information.
