Narrative:

Takeoff was normal. Changed from tower to 119.2 (frequency). Climbed and turned as requested. Do not recall if controllers were changed, but was given a new frequency by departure for ZNY. Neither first officer nor myself understood the frequency. First officer asked again. Controller responded with same speed. Again, neither understood numbers. First officer asked a second time with same result. I then said 'this is the captain of air carrier flight XXXX. We do not understand your numbers.' the controller repeated the numbers, same speed, and stated he did not have time for us and continued same transmission with some instruction for another air carrier flight. Together, myself and the first officer guessed at the frequency 120.85.

Title: FLC OF AN MD80 HAD DIFFICULTY UNDERSTANDING DEP CTLR FREQ CHANGE NUMBER DUE TO HIS RAPID SPD WITH WHICH HE GAVE IT AND REPEATED 2 TIMES.

Narrative: TKOF WAS NORMAL. CHANGED FROM TWR TO 119.2 (FREQ). CLBED AND TURNED AS REQUESTED. DO NOT RECALL IF CTLRS WERE CHANGED, BUT WAS GIVEN A NEW FREQ BY DEP FOR ZNY. NEITHER FO NOR MYSELF UNDERSTOOD THE FREQ. FO ASKED AGAIN. CTLR RESPONDED WITH SAME SPD. AGAIN, NEITHER UNDERSTOOD NUMBERS. FO ASKED A SECOND TIME WITH SAME RESULT. I THEN SAID 'THIS IS THE CAPT OF ACR FLT XXXX. WE DO NOT UNDERSTAND YOUR NUMBERS.' THE CTLR REPEATED THE NUMBERS, SAME SPD, AND STATED HE DID NOT HAVE TIME FOR US AND CONTINUED SAME XMISSION WITH SOME INSTRUCTION FOR ANOTHER ACR FLT. TOGETHER, MYSELF AND THE FO GUESSED AT THE FREQ 120.85.
