Narrative:

On climb out 1500 ft, purser called to say 1L red door light was flashing. Light went out after liftoff. At 3000 ft, 1L door unlocked light was displayed on ECAM. On visual inspection, door locked/unlocked display showed unlocked. Door handle was not in locked position. Pushing handle down changed display to locked. There was approximately 1/16 inch of red unlocked showing. Door handle would not go to the fully stowed/locked position. Emergency declared. Flight returned to bos. No abnormalities on landing. Touched down at 200 FPM, 140 KTS. Weight 328000 pounds. FAA greeted the flight at the gate. Supplemental information from acn 497117: we were taking off when I noticed a red light near the 1L door arming lever -- flashing off and on. I asked my #8 flight attendant (who was seated across the galley way) to look at the light to see if it was a normal light because I had never seen that before. She noted that the light was not normal, so I called the captain immediately after the first chime. Shortly after, the captain checked the door.
