Narrative:

It has been brought to my attention that the maintenance manager at ZZZ has been improperly signing off items. Aircraft xyz had the right master valve replaced (reference maintenance manual 32-42-19-4). This procedure calls for bleeding of the brakes (reference 32-42-00 page 301). Maintenance manager signed off this item as not applicable on job card #abc. I am concerned about this maintenance practice. Deviation from the maintenance manual can create a hazardous situation.

Title: AN AIRBUS 300 WAS DISPATCHED IN NON COMPLIANCE WITH A NORMAL SYS BRAKE MASTER VALVE REPLACED AND TESTED OK BUT WITHOUT ALL BRAKES BEING BLED.

Narrative: IT HAS BEEN BROUGHT TO MY ATTN THAT THE MAINT MGR AT ZZZ HAS BEEN IMPROPERLY SIGNING OFF ITEMS. ACFT XYZ HAD THE R MASTER VALVE REPLACED (REF MAINT MANUAL 32-42-19-4). THIS PROC CALLS FOR BLEEDING OF THE BRAKES (REF 32-42-00 PAGE 301). MAINT MGR SIGNED OFF THIS ITEM AS NOT APPLICABLE ON JOB CARD #ABC. I AM CONCERNED ABOUT THIS MAINT PRACTICE. DEV FROM THE MAINT MANUAL CAN CREATE A HAZARDOUS SIT.
