Narrative:

After receiving a clearance to maintain visual separation from a dash 8 and turn to 210 degree heading, climb to FL230, passing 16000 ft, 40 mi east of ldn we noticed a C141 at 11 O'clock position climbing on a convergent flight path. Approximately 5 seconds later, we received a TCASII TA followed in the next 5 seconds by an RA. We had to maneuver the aircraft to the left to avoid a collision. We came within 300 ft vertically and approximately 300 ft horizontally of the C141. It appeared the C141 never saw us. No reported injuries. A few passenger did comment about the incident. Supplemental information from acn 496731: spoke to dca controller supervisor and was informed it was an operational error on the controller's part. Supplemental information from acn 496504: both aircraft were climbing out on departure. Controller was coordinating with another facility who refused to accept an aircraft, increasing workload. TCASII alerted crew and conflict alert on radar position. Had a conflict alert sounded early enough, problem might have been resolved.

Narrative: AFTER RECEIVING A CLRNC TO MAINTAIN VISUAL SEPARATION FROM A DASH 8 AND TURN TO 210 DEG HDG, CLB TO FL230, PASSING 16000 FT, 40 MI E OF LDN WE NOTICED A C141 AT 11 O'CLOCK POS CLBING ON A CONVERGENT FLT PATH. APPROX 5 SECONDS LATER, WE RECEIVED A TCASII TA FOLLOWED IN THE NEXT 5 SECONDS BY AN RA. WE HAD TO MANEUVER THE ACFT TO THE L TO AVOID A COLLISION. WE CAME WITHIN 300 FT VERTLY AND APPROX 300 FT HORIZLY OF THE C141. IT APPEARED THE C141 NEVER SAW US. NO RPTED INJURIES. A FEW PAX DID COMMENT ABOUT THE INCIDENT. SUPPLEMENTAL INFO FROM ACN 496731: SPOKE TO DCA CTLR SUPVR AND WAS INFORMED IT WAS AN OPERROR ON THE CTLR'S PART. SUPPLEMENTAL INFO FROM ACN 496504: BOTH ACFT WERE CLBING OUT ON DEP. CTLR WAS COORDINATING WITH ANOTHER FACILITY WHO REFUSED TO ACCEPT AN ACFT, INCREASING WORKLOAD. TCASII ALERTED CREW AND CONFLICT ALERT ON RADAR POS. HAD A CONFLICT ALERT SOUNDED EARLY ENOUGH, PROB MIGHT HAVE BEEN RESOLVED.
