Narrative:

While executing the published hold for fpr NDB, flying outbound heading 262 degrees, holding west, company aircraft's piper meridian passed over the nose of the aircraft within 100 ft from approximately my 10 O'clock position while descending. My landing light and wingtip strobe lights were operating at this time. The aircraft was not seen until it was almost directly overhead and above. ZMA never had a mode C return from this aircraft but we were able to identify this aircraft, remembering it performed its runup next to me. Identify was confirmed when the aircraft was followed to vrb, its home base.

Title: WHILE IFR IN A HOLDING PATTERN, PLT IN A PA44 SAW PIPER MERIDIAN PASS OVER HIS ACFT AT APPROX 40 FT.

Narrative: WHILE EXECUTING THE PUBLISHED HOLD FOR FPR NDB, FLYING OUTBOUND HDG 262 DEGS, HOLDING W, COMPANY ACFT'S PIPER MERIDIAN PASSED OVER THE NOSE OF THE ACFT WITHIN 100 FT FROM APPROX MY 10 O'CLOCK POS WHILE DSNDING. MY LNDG LIGHT AND WINGTIP STROBE LIGHTS WERE OPERATING AT THIS TIME. THE ACFT WAS NOT SEEN UNTIL IT WAS ALMOST DIRECTLY OVERHEAD AND ABOVE. ZMA NEVER HAD A MODE C RETURN FROM THIS ACFT BUT WE WERE ABLE TO IDENT THIS ACFT, REMEMBERING IT PERFORMED ITS RUNUP NEXT TO ME. IDENT WAS CONFIRMED WHEN THE ACFT WAS FOLLOWED TO VRB, ITS HOME BASE.
