Narrative:

During a local part 91 training flight, we were asked to extend left downwind for runway 7 and follow the preceding traffic. At our 12 O'clock in the distance appeared a small red aircraft, it looked as if it was outside the airspace and traffic pattern. As we proceeded, the aircraft (red) went overhead at our 11 O'clock and another aircraft went below our left wing. These are radio controled aircraft operating out of the bowan retention basin. An immediate right turn was initiated and we missed both aircraft. The ramainder of the flight was uneventful. There was a notice on the ATIS for radio controled aircraft at the bowan retention basin. In past airport users meetings we were told (by the tower) that these radio controled aircraft would be below 300 ft AGL. We were at 3200 ft MSL (1000 ft AGL). These aircraft are clearing within the class D surface area and a resolution needs to be found to end this unsafe and hazardous situations after landing, I called the tower and informed them of the situation. Callback conversation with reporter revealed the following information: reporter stated that he reported and discussed this matter with the vgt control tower manager, who later advised that he took this matter up with the county official who oversees the water retention basin on which the rc model strip is located.

Title: INSTRUCTOR WITH STUDENT FLYING, ON VGT DOWNWIND LEG, AT 1000 FT AGL, TOOK EVASIVE ACTION TO NARROWLY AVOID COLLIDING WITH TWO RADIO CTLED MODEL ACFT.

Narrative: DURING A LOCAL PART 91 TRAINING FLT, WE WERE ASKED TO EXTEND L DOWNWIND FOR RWY 7 AND FOLLOW THE PRECEDING TFC. AT OUR 12 O'CLOCK IN THE DISTANCE APPEARED A SMALL RED ACFT, IT LOOKED AS IF IT WAS OUTSIDE THE AIRSPACE AND TFC PATTERN. AS WE PROCEEDED, THE ACFT (RED) WENT OVERHEAD AT OUR 11 O'CLOCK AND ANOTHER ACFT WENT BELOW OUR L WING. THESE ARE RADIO CTLED ACFT OPERATING OUT OF THE BOWAN RETENTION BASIN. AN IMMEDIATE R TURN WAS INITIATED AND WE MISSED BOTH ACFT. THE RAMAINDER OF THE FLT WAS UNEVENTFUL. THERE WAS A NOTICE ON THE ATIS FOR RADIO CTLED ACFT AT THE BOWAN RETENTION BASIN. IN PAST ARPT USERS MEETINGS WE WERE TOLD (BY THE TWR) THAT THESE RADIO CTLED ACFT WOULD BE BELOW 300 FT AGL. WE WERE AT 3200 FT MSL (1000 FT AGL). THESE ACFT ARE CLRING WITHIN THE CLASS D SURFACE AREA AND A RESOLUTION NEEDS TO BE FOUND TO END THIS UNSAFE AND HAZARDOUS SITUATIONS AFTER LNDG, I CALLED THE TWR AND INFORMED THEM OF THE SIT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED THAT HE RPTED AND DISCUSSED THIS MATTER WITH THE VGT CTL TWR MGR, WHO LATER ADVISED THAT HE TOOK THIS MATTER UP WITH THE COUNTY OFFICIAL WHO OVERSEES THE WATER RETENTION BASIN ON WHICH THE RC MODEL STRIP IS LOCATED.
