Narrative:

Landing runway 22 lga. Asked to clear on reverse high-speed 'cy.' cleared the runway on cy then stopped to contact ground. Ground frequency was busy unable to contact ground. Visually saw aircraft on approach behind us execute a go around. Then ground controller was contacted, we were told to contact tower by phone, then issued taxi instructions to the gate. What caused the problem: the additional 300 landing slots of regional aircraft has caused major delays. A waste of time/fuel, and safety compromised. Ground control too busy controling other aircraft instead of aircraft clearing runways requesting taxi instructions. To prevent recurrence: 1) dual ground control: one for departure, one for arrivals. 2) reduce the 300 landing slots of regional aircraft. 3) install lighting system to prevent runway/taxiway incursions. 4) taxi on taxiway when ground control is busy talking to other aircraft. Callback conversation with reporter revealed the following information: reporter states that the FAA awarded 300 additional slots to regional acrs. This has produced total gridlock, to the point that safe operation is affected. Radio frequencies are so congested that meaningful communication is not possible. Lga has a local procedure that prevents aircraft from changing to and from ground control and tower control without being directed to. In this case the tower never told the incident aircraft to change to ground control. At the time, the tower was working departures. The aircraft moved as far as it could off the runway. Half the aircraft was still over the hold line. The aircraft could move no further because of taxiway congestion. Because they were partly over the hold line the tower sent the landing aircraft around. Captain recommends that the FAA rescind the recently permitted additional frequencys of operation. The airport was operating at its safe limit of operation already.

WHAT CAUSED THE PROB: THE ADDITIONAL 300 LNDG SLOTS OF REGIONAL ACFT HAS CAUSED MAJOR DELAYS. A WASTE OF TIME/FUEL, AND SAFETY COMPROMISED. THIS HAS PRODUCED TOTAL GRIDLOCK, TO THE POINT THAT SAFE OP IS AFFECTED. RADIO FREQUENCIES ARE SO CONGESTED THAT MEANINGFUL COM IS NOT POSSIBLE. LGA HAS A LOCAL PROC THAT PREVENTS ACFT FROM CHANGING TO AND FROM GND CTL AND TWR CTL WITHOUT BEING DIRECTED TO. IN THIS CASE THE TWR NEVER TOLD THE INCIDENT ACFT TO CHANGE TO GND CTL. AT THE TIME, THE TWR WAS WORKING DEPS. THE ACFT MOVED AS FAR AS IT COULD OFF THE RWY. HALF THE ACFT WAS STILL OVER THE HOLD LINE. THE ACFT COULD MOVE NO FURTHER BECAUSE OF TXWY CONGESTION. BECAUSE THEY WERE PARTLY OVER THE HOLD LINE THE TWR SENT THE LNDG ACFT AROUND. CAPT RECOMMENDS THAT THE FAA RESCIND THE RECENTLY PERMITTED ADDITIONAL FREQS OF OP. THE ARPT WAS OPERATING AT ITS SAFE LIMIT OF OP ALREADY.
