Narrative:

I was working departure. Cpr departure's airport nebound IFR. Conflicting traffic being worked by arrival B737 descending to 12000 ft on STAR. Vectored cpr towards B737 track stopped at 10000 ft. Issued traffic to cpr. When aircraft 4 mi apart cpr reported traffic in sight. Advised arrival that air carrier had B737 in sight and would maintain visual climb. Climbed air carrier to 15000 ft. B737 advised arrival that he was receiving RA and climbing. Why would TCASII advise climb? B737 level at 12000 ft can never out climb LR35 leaving 10000 ft climbing. TCASII in this instance made a routine operation potentially unsafe.

WHEN ACFT 4 MI APART CPR RPTED TFC IN SIGHT. ADVISED ARR THAT ACR HAD B737 IN SIGHT AND WOULD MAINTAIN VISUAL CLB. CLBED ACR TO 15000 FT. B737 ADVISED ARR THAT HE WAS RECEIVING RA AND CLBING. WHY WOULD TCASII ADVISE CLB? B737 LEVEL AT 12000 FT CAN NEVER OUT CLB LR35 LEAVING 10000 FT CLBING. TCASII IN THIS INSTANCE MADE A ROUTINE OP POTENTIALLY UNSAFE.
