Narrative:

A 16-yr-old male passenger was brought on to the airplane in handcuffs and ankle cuffs by a gentleman. The cuffs were removed, and I escorted the passenger to his seat. The gentleman talked to the captain and then left. There was no paperwork for this passenger, and no one was apparently meeting him in dfw for his connecting flight. The captain made some inquiries, and the passenger was removed from the aircraft by the agent and the cuffs were placed back on the passenger. I didn't know the circumstances of why he was chained up and, then let loose, on our aircraft, but the captain went through the proper channels and had him removed. 1 passenger did comment that he wished the handcuffs were still on the passenger. The passenger was removed once boarding was over. Callback conversation with reporter revealed the following information: the reporter said that the prisoner had stolen a car, and she assumes that wichita police didn't want to deal with him and just wanted him out of their city. Neither the agent, nor the escort, gave any paperwork to the captain. The captain never talked to the flight attendants personally about the situation, either before or after, the prisoner was taken off. She flew the same flight the next week and the 'prisoner' got on as a normal passenger traveling by himself.

Title: CABIN ATTENDANT RPT, FOKKER -100, ICT-DFW. PRISONER BOARDED IN SHACKLES, ESCORT UNHAND-CUFFED HIM, THEN LEFT, LEAVING PRISONER ALONE. NO COM BTWN PLT AND AIRLINE, ARPT.

Narrative: A 16-YR-OLD MALE PAX WAS BROUGHT ON TO THE AIRPLANE IN HANDCUFFS AND ANKLE CUFFS BY A GENTLEMAN. THE CUFFS WERE REMOVED, AND I ESCORTED THE PAX TO HIS SEAT. THE GENTLEMAN TALKED TO THE CAPT AND THEN LEFT. THERE WAS NO PAPERWORK FOR THIS PAX, AND NO ONE WAS APPARENTLY MEETING HIM IN DFW FOR HIS CONNECTING FLT. THE CAPT MADE SOME INQUIRIES, AND THE PAX WAS REMOVED FROM THE ACFT BY THE AGENT AND THE CUFFS WERE PLACED BACK ON THE PAX. I DIDN'T KNOW THE CIRCUMSTANCES OF WHY HE WAS CHAINED UP AND, THEN LET LOOSE, ON OUR ACFT, BUT THE CAPT WENT THROUGH THE PROPER CHANNELS AND HAD HIM REMOVED. 1 PAX DID COMMENT THAT HE WISHED THE HANDCUFFS WERE STILL ON THE PAX. THE PAX WAS REMOVED ONCE BOARDING WAS OVER. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR SAID THAT THE PRISONER HAD STOLEN A CAR, AND SHE ASSUMES THAT WICHITA POLICE DIDN'T WANT TO DEAL WITH HIM AND JUST WANTED HIM OUT OF THEIR CITY. NEITHER THE AGENT, NOR THE ESCORT, GAVE ANY PAPERWORK TO THE CAPT. THE CAPT NEVER TALKED TO THE FLT ATTENDANTS PERSONALLY ABOUT THE SIT, EITHER BEFORE OR AFTER, THE PRISONER WAS TAKEN OFF. SHE FLEW THE SAME FLT THE NEXT WK AND THE 'PRISONER' GOT ON AS A NORMAL PAX TRAVELING BY HIMSELF.
