Narrative:

After landing on runway 34 at pvd, taxied via taxiway B to hold short of runway 23L, instructed by tower to 'hold short runway 23L, call ground.' taxiing toward runway 23L, a commander was just lifting off and a gulfstream was instructed to position and hold on runway 23L. Contacted ground, saying I was 'on taxiway B to hangar (home), holding short of runway 23L.' understood ground controller to respond 'roger, taxi to parking.' I responded 'roger, taxi to parking.' past the hold line, the controller instructed me to hold short of runway 23L. I replied 'holding short runway 23L' and did, albeit between hold short line and runway. Controller then instructed me to 'cross runway 23L, no delay, aircraft in position.' I replied in the affirmative and crossed the runway. After crossing the runway, I called the controller and apologized if I misunderstood the instructions given. As I entered the ramp area, the controller asked that I call the tower when I got inside. I did so, speaking with a supervisor who took my name, address and pilot certificate number, saying he had to investigate the incident and could he reach me tonight. I gave him my numbers. If the controller did not clear me to parking on initial contact, it was my expectation, due to the commander having just lifted off and the gulfstream just accepting position and hold, to be cleared to cross.

Narrative: AFTER LNDG ON RWY 34 AT PVD, TAXIED VIA TXWY B TO HOLD SHORT OF RWY 23L, INSTRUCTED BY TWR TO 'HOLD SHORT RWY 23L, CALL GND.' TAXIING TOWARD RWY 23L, A COMMANDER WAS JUST LIFTING OFF AND A GULFSTREAM WAS INSTRUCTED TO POS AND HOLD ON RWY 23L. CONTACTED GND, SAYING I WAS 'ON TXWY B TO HANGAR (HOME), HOLDING SHORT OF RWY 23L.' UNDERSTOOD GND CTLR TO RESPOND 'ROGER, TAXI TO PARKING.' I RESPONDED 'ROGER, TAXI TO PARKING.' PAST THE HOLD LINE, THE CTLR INSTRUCTED ME TO HOLD SHORT OF RWY 23L. I REPLIED 'HOLDING SHORT RWY 23L' AND DID, ALBEIT BTWN HOLD SHORT LINE AND RWY. CTLR THEN INSTRUCTED ME TO 'CROSS RWY 23L, NO DELAY, ACFT IN POS.' I REPLIED IN THE AFFIRMATIVE AND CROSSED THE RWY. AFTER XING THE RWY, I CALLED THE CTLR AND APOLOGIZED IF I MISUNDERSTOOD THE INSTRUCTIONS GIVEN. AS I ENTERED THE RAMP AREA, THE CTLR ASKED THAT I CALL THE TWR WHEN I GOT INSIDE. I DID SO, SPEAKING WITH A SUPVR WHO TOOK MY NAME, ADDRESS AND PLT CERTIFICATE NUMBER, SAYING HE HAD TO INVESTIGATE THE INCIDENT AND COULD HE REACH ME TONIGHT. I GAVE HIM MY NUMBERS. IF THE CTLR DID NOT CLR ME TO PARKING ON INITIAL CONTACT, IT WAS MY EXPECTATION, DUE TO THE COMMANDER HAVING JUST LIFTED OFF AND THE GULFSTREAM JUST ACCEPTING POS AND HOLD, TO BE CLRED TO CROSS.
