Narrative:

Air carrier X gso to roa. Flight from gso to roa is very short and is flown at 10000 ft. When switched from gso to roa approach we were told to descend to 4000 ft. Approximately 20 mi south of roa and level at 4000 ft, approach control said 'I see you level at 4000 ft, I wanted you at 5000 ft.' we apologized but all 3 crew members agreed that we were told to descend to 4000 ft. The controller said that no traffic conflict existed and he was not sure what altitude I read back to him. Flight ended without further incident.

APPROX 20 MI S OF ROA AND LEVEL AT 4000 FT, APCH CTL SAID 'I SEE YOU LEVEL AT 4000 FT, I WANTED YOU AT 5000 FT.' WE APOLOGIZED BUT ALL 3 CREW MEMBERS AGREED THAT WE WERE TOLD TO DSND TO 4000 FT. THE CTLR SAID THAT NO TFC CONFLICT EXISTED AND HE WAS NOT SURE WHAT ALT I READ BACK TO HIM. FLT ENDED WITHOUT FURTHER INCIDENT.
