Narrative:

As a designated pilot examiner conducting a commercial pilot airplane multi-engine land flight test at north perry airport in hollywood, fl. The PIC was cleared to land on runway 36R. After clearing the runway on taxiway Q, PIC was 'cleared to taxi back to the ramp via taxiway D to taxiway north and hold short of runway 36R.' PIC read back the taxi and hold short instructions and continued to taxi. The applicant, a commercial pilot, failed this flight test and then had a second failure. While taxiing, we debriefed his performance regarding the 2 flight tests and missed taxiway north, continued taxiing on taxiway D crossing runway 9R holding short of runway 36R on taxiway left. We believed that the assigned landing runways were runways 36R and 36L. After several mins and observing several aircraft land on runway 36R we requested clearance to cross runway 36R. North perry ground control asked us our location on the airport, after we replied they informed us of 'a possible runway incursion' and suggested that we 'read about runway incursions on our local bulletin board' located in fixed base operations offices, then cleared us 'across runway 36R via taxiway left to the ramp.

AFTER CLRING THE RWY ON TXWY Q, PIC WAS 'CLRED TO TAXI BACK TO THE RAMP VIA TXWY D TO TXWY N AND HOLD SHORT OF RWY 36R.' PIC READ BACK THE TAXI AND HOLD SHORT INSTRUCTIONS AND CONTINUED TO TAXI. THE APPLICANT, A COMMERCIAL PLT, FAILED THIS FLT TEST AND THEN HAD A SECOND FAILURE. NORTH PERRY GND CTL ASKED US OUR LOCATION ON THE ARPT, AFTER WE REPLIED THEY INFORMED US OF 'A POSSIBLE RWY INCURSION' AND SUGGESTED THAT WE 'READ ABOUT RWY INCURSIONS ON OUR LCL BULLETIN BOARD' LOCATED IN FIXED BASE OPS OFFICES, THEN CLRED US 'ACROSS RWY 36R VIA TXWY L TO THE RAMP.
