Aircraft entered FAA buffer zone (2 1/2 mi from boundary) prior to controller receiving handoff, distracted by excessive noise in control room, also working combined position, writing on strips, missed that handoff had not been accepted.

Narrative: ACFT ENTERED FAA BUFFER ZONE (2 1/2 MI FROM BOUNDARY) PRIOR TO CTLR RECEIVING HDOF, DISTRACTED BY EXCESSIVE NOISE IN CTL ROOM, ALSO WORKING COMBINED POS, WRITING ON STRIPS, MISSED THAT HDOF HAD NOT BEEN ACCEPTED.
