Narrative:

At XA50 on dec/wed/03 I was flying traffic watch and over richmond, ca. I called norcal 120.9, gave position report and asked for advisories. Route was to be highway 80 south, bay bridge then route alpha through sfo class B airspace. No squawk code was given and I remained on code 1200. After crossing the bay bridge, I requested a bravo clearance and was cleared into bravo. At hospital curve, I asked if a squawk code was needed to enter bravo. Norcal on 120.9 said current squawk was ok (1200) and 'you are cleared into bravo.' I continued down highway 101 as usual toward sfo and was given 2 aircraft TA's as I passed sfo airport. When I reached san carlos airport at 2000 ft, I asked to terminate advisories. Norcal asked for my position and I said abeam san carlos. Norcal came back and said, 'radar services terminated, squawk 1200.' I then called palo alto tower and requested transition highway 101 south. Tower said 'identify.' I did, and he said 'transition approved' and to copy sfo tower phone number and call them when I got on the ground. They gave me the administration number, so I did not talk to sfo tower. I then called palo alto tower and he said he talked to sfo tower and it was norcal's mistake and not to worry.

Title: OPDEV OCCURRED WHEN NORCAL APCH CTLR WORKING A TFC WATCH C172 ENTERED SFO CLASS B AIRSPACE WITHOUT COORD.

Narrative: AT XA50 ON DEC/WED/03 I WAS FLYING TFC WATCH AND OVER RICHMOND, CA. I CALLED NORCAL 120.9, GAVE POS RPT AND ASKED FOR ADVISORIES. RTE WAS TO BE HWY 80 S, BAY BRIDGE THEN RTE ALPHA THROUGH SFO CLASS B AIRSPACE. NO SQUAWK CODE WAS GIVEN AND I REMAINED ON CODE 1200. AFTER XING THE BAY BRIDGE, I REQUESTED A BRAVO CLRNC AND WAS CLRED INTO BRAVO. AT HOSPITAL CURVE, I ASKED IF A SQUAWK CODE WAS NEEDED TO ENTER BRAVO. NORCAL ON 120.9 SAID CURRENT SQUAWK WAS OK (1200) AND 'YOU ARE CLRED INTO BRAVO.' I CONTINUED DOWN HWY 101 AS USUAL TOWARD SFO AND WAS GIVEN 2 ACFT TA'S AS I PASSED SFO ARPT. WHEN I REACHED SAN CARLOS ARPT AT 2000 FT, I ASKED TO TERMINATE ADVISORIES. NORCAL ASKED FOR MY POS AND I SAID ABEAM SAN CARLOS. NORCAL CAME BACK AND SAID, 'RADAR SVCS TERMINATED, SQUAWK 1200.' I THEN CALLED PALO ALTO TWR AND REQUESTED TRANSITION HWY 101 S. TWR SAID 'IDENT.' I DID, AND HE SAID 'TRANSITION APPROVED' AND TO COPY SFO TWR PHONE NUMBER AND CALL THEM WHEN I GOT ON THE GND. THEY GAVE ME THE ADMINISTRATION NUMBER, SO I DID NOT TALK TO SFO TWR. I THEN CALLED PALO ALTO TWR AND HE SAID HE TALKED TO SFO TWR AND IT WAS NORCAL'S MISTAKE AND NOT TO WORRY.
