Narrative:

Cruising at FL390 past PDT (pendleton VOR), ZSE issued clearance to descend to FL240 at pilot's discretion. We were approximately arnit intersection on the bonvl 3 arrival to pdx. FL390 became continuous light chop so descent was initiated using cruise descent on the FMS. Prior to descending, a crossing restr was programmed into FMS of 13000 ft at bonvl intersection. Between arnit and defut intxns, ZSE issued clearance to cross bonvl intersection at 13000 ft. Our altitude at that time was approximately FL320-FL330. Increased descent to cross bonvl at 13000 ft. Forecast winds from flight plan of 360/044 degrees had been programmed into FMS during preflight. Actual winds were 360/104 degrees at FL330-FL320. Increased descent rate even further using spoilers and increasing airspeed to achieve 4000-4500 FPM. Passed over rainr intersection at approximately FL230. Winds were 360/070 degrees, and FMS indicated above 14000 ft arriving at bonvl intersection. Advised ZSE that we could not make the crossing restr and what the winds were indicating. Kept the maximum descent rate till arriving at 13000 ft. We believe problem started by being kept up at FL390 too long before being issued FL240 with current wind conditions, relying on FMS planned 'top of descent' point with less than actual winds programmed into FMS, and slow to aggressively get down on descent profile. But, we had planned ahead from preflight to prior to 'top of descent.' we should have requested longer altitude prior to being issued descent clearance from ZSE, manually backed up planned descent using the old 3;1 rule, checked current winds, distance, etc, rather than relying so much on FMS.

WE BELIEVE PROB STARTED BY BEING KEPT UP AT FL390 TOO LONG BEFORE BEING ISSUED FL240 WITH CURRENT WIND CONDITIONS, RELYING ON FMS PLANNED 'TOP OF DSCNT' POINT WITH LESS THAN ACTUAL WINDS PROGRAMMED INTO FMS, AND SLOW TO AGGRESSIVELY GET DOWN ON DSCNT PROFILE. BUT, WE HAD PLANNED AHEAD FROM PREFLT TO PRIOR TO 'TOP OF DSCNT.' WE SHOULD HAVE REQUESTED LONGER ALT PRIOR TO BEING ISSUED DSCNT CLRNC FROM ZSE, MANUALLY BACKED UP PLANNED DSCNT USING THE OLD 3;1 RULE, CHKED CURRENT WINDS, DISTANCE, ETC, RATHER THAN RELYING SO MUCH ON FMS.
