Narrative:

After replacing a cooling turbine on an MD88, I did not connect a sense line to the flow limiter. The aircraft went back into service and low flow was experienced by the crew. Maintenance at the arrival city of the aircraft found the problem and reconnected the sense line. Rereading the mco procedure would have shown the 'logbook entry required' for the sense line being disconnected. Therefore, I should have had a logbook entry to reconnect the line.

Title: AN MD88 WAS DISPATCHED IN NON COMPLIANCE WITH THE FLOW LIMITER SENSE LINE NOT CONNECTED TO THE COOLING TURBINE AFTER MAINT.

Narrative: AFTER REPLACING A COOLING TURBINE ON AN MD88, I DID NOT CONNECT A SENSE LINE TO THE FLOW LIMITER. THE ACFT WENT BACK INTO SVC AND LOW FLOW WAS EXPERIENCED BY THE CREW. MAINT AT THE ARR CITY OF THE ACFT FOUND THE PROB AND RECONNECTED THE SENSE LINE. REREADING THE MCO PROC WOULD HAVE SHOWN THE 'LOGBOOK ENTRY REQUIRED' FOR THE SENSE LINE BEING DISCONNECTED. THEREFORE, I SHOULD HAVE HAD A LOGBOOK ENTRY TO RECONNECT THE LINE.
