Narrative:

Maintenance was performing duties on aircraft. Flaps were configured from 20 degrees to 0 degrees to power the AC utility busses. We departed the gate approximately 20-30 mins late. Taxi out was normal. The subsequent takeoff was aborted due to a 'takeoff confign' warning. We cleared the runway, ran the 'rejected takeoff' checklist, notified ATC, the flight attendant, maintenance and the passenger of the situation. The aircraft was reconfigured to flaps 20 degrees and in concurrence with maintenance, the flight departed without incident after brake cooling procedures were followed. Supplemental information from acn 485686: although several checklists prior to takeoff call for flaps 20 degrees, that particular item was overlooked on the taxi checklist, before takeoff checklist, and takeoff checklist. Other contributing causal factors were: 1) repeated use of same checklist. 2) flaps almost always set at gate to flaps 20 degrees. Familiarity bred a scenario for a potential mistake. This mistake is a pilot error that needs a higher degree of attention to very routine use of checklists.

Title: A CL65 PIC REJECTS HIS TKOF AFTER RECEIVING AN ACFT CONFIGN WARNING AT 10 KTS, WARNING OF A NO FLAP SIT AT CVG.

Narrative: MAINT WAS PERFORMING DUTIES ON ACFT. FLAPS WERE CONFIGURED FROM 20 DEGS TO 0 DEGS TO PWR THE AC UTILITY BUSSES. WE DEPARTED THE GATE APPROX 20-30 MINS LATE. TAXI OUT WAS NORMAL. THE SUBSEQUENT TKOF WAS ABORTED DUE TO A 'TKOF CONFIGN' WARNING. WE CLRED THE RWY, RAN THE 'REJECTED TKOF' CHKLIST, NOTIFIED ATC, THE FLT ATTENDANT, MAINT AND THE PAX OF THE SIT. THE ACFT WAS RECONFIGURED TO FLAPS 20 DEGS AND IN CONCURRENCE WITH MAINT, THE FLT DEPARTED WITHOUT INCIDENT AFTER BRAKE COOLING PROCS WERE FOLLOWED. SUPPLEMENTAL INFO FROM ACN 485686: ALTHOUGH SEVERAL CHKLISTS PRIOR TO TKOF CALL FOR FLAPS 20 DEGS, THAT PARTICULAR ITEM WAS OVERLOOKED ON THE TAXI CHKLIST, BEFORE TKOF CHKLIST, AND TKOF CHKLIST. OTHER CONTRIBUTING CAUSAL FACTORS WERE: 1) REPEATED USE OF SAME CHKLIST. 2) FLAPS ALMOST ALWAYS SET AT GATE TO FLAPS 20 DEGS. FAMILIARITY BRED A SCENARIO FOR A POTENTIAL MISTAKE. THIS MISTAKE IS A PLT ERROR THAT NEEDS A HIGHER DEG OF ATTN TO VERY ROUTINE USE OF CHKLISTS.
