Narrative:

Clearance delivery originally gave us the largo 2 departure to phx but revised it at push time to read abq-onm-sso-SUNSS3-phx. The original altitude clearance was 10000 ft. No new altitude was issued with the new clearance. Our takeoff clearance was for runway 8 right turn to 190 degrees. We were not handed off to departure at the normal time. The captain asked to switch to departure as we passed about 7000 ft. We checked in with departure as we were passing 8700 ft. They immediately asked us to level at 9000 ft. I attempted to level at 9000 ft but went up to about 9160 ft. We saw company traffic at 12 O'clock position and 5 NM level at 10000 ft. The company traffic passed ahead of us 3-4 NM left to right. Departure control implied that tower should have issued us a clearance to 8000 ft. They did not. The captain called abq tower upon our arrival in phx. He was informed that departure asked us to level at 8000 ft but we never received this amended clearance due to still being on tower frequency.

DEP CTL IMPLIED THAT TWR SHOULD HAVE ISSUED US A CLRNC TO 8000 FT. THEY DID NOT. THE CAPT CALLED ABQ TWR UPON OUR ARR IN PHX. HE WAS INFORMED THAT DEP ASKED US TO LEVEL AT 8000 FT BUT WE NEVER RECEIVED THIS AMENDED CLRNC DUE TO STILL BEING ON TWR FREQ.
