Narrative:

Approach control advised we were following a B757 and spacing was about 5-6 mi. We switched to tower and observed the B757 on landing rollout but another aircraft was taking position for takeoff on runway 27R. Tower said nothing about this aircraft to us nor did we hear tower asking the aircraft to expedite or even advising them of an aircraft on short final. The aircraft, a DC9 or super 80 had to wait for the B757 to clear before beginning its takeoff roll. We slowed to approach speed. I knew the spacing was tight and briefly reviewed go around procedures with my first officer, the PF, and my flight engineer. The aircraft was accelerating nicely and seemed to be about to rotate as we passed 100 ft afl. I almost called for a go around but noted the aircraft nose start to come up and the potential conflict and need for low altitude maneuvering if we did go around. Even in the flare the aircraft was still on the ground but it did seem to lift off just as we touched down. Tower said nothing to us. In retrospect I should have called for a go around between 200 ft and 100 ft AGL. I believe tower should not have tried to get this departure off and should have asked him to expedite or coordinated with approach control for us to slow to approach speed sooner. If I were to face the same situation I would go around between 100 ft and 200 ft AGL.

Title: FLC OF A B727 TOUCHED DOWN AT APPROX THE SAME TIME THAT A PRECEDING MD80 LIFTED OFF ON TKOF DUE TO THE MD80 BEING DELAYED DUE TO ANOTHER ACFT ROLLING OUT LONG BEFORE TURNING OFF.

TWR SAID NOTHING ABOUT THIS ACFT TO US NOR DID WE HEAR TWR ASKING THE ACFT TO EXPEDITE OR EVEN ADVISING THEM OF AN ACFT ON SHORT FINAL. THE ACFT, A DC9 OR SUPER 80 HAD TO WAIT FOR THE B757 TO CLR BEFORE BEGINNING ITS TKOF ROLL. WE SLOWED TO APCH SPD. I BELIEVE TWR SHOULD NOT HAVE TRIED TO GET THIS DEP OFF AND SHOULD HAVE ASKED HIM TO EXPEDITE OR COORDINATED WITH APCH CTL FOR US TO SLOW TO APCH SPD SOONER. IF I WERE TO FACE THE SAME SIT I WOULD GO AROUND BTWN 100 FT AND 200 FT AGL.
