Narrative:

Air carrier X (B737) rolling out on runway 13L was instructed to turn right on runway 22R. G4 traffic 1/4 mi final. B737 turned on runway 22R, but stopped short of the hold line as G4 landed and rolled out on runway 13L, but turned off prior to runway 22R. It appeared that the B737's tail was not clear from the angle I was on. Air carrier X said he stopped because they thought they had a problem, but within a min continued to taxi to the gate.
