Narrative:

I flew to french valley airport (F70) with my student to solo him. Upon arrival I had him do three (3) turns in the pattern with were uneventful. Upon completion of the patterns I had my student drop me off in the transient ramp area. There I reviewed his documents one last time and then sent him on his way for his third solo flight as this airport. After walking away from the plane I sat down by a light post and turned on my transceiver to listen to the radio calls. A few minutes later I heard a helicopter call out final for the active runway. A few seconds later I heard same helicopter call asking if the cessna taking the runway saw him on final. There was no answer. About 2 seconds later I heard my student on the radio saying he was taking off on the active runway. That is when I first realized that my student was involved in a runway incursion. Before I was able to make a radio call to my student he had already taken off and the helicopter was making what looked like a normal landing in the ramp area. I let my student complete the traffic pattern and then told him to come pick me up, because I had to talk to him. Once on the ground I briefed the student on what had happened and asked why he took off when there was a helicopter on final. He said that since the helicopter never had used the runways before he did not think this one would either so he ignored him. I then debriefed him on the importance of collision avoidance especially at an uncontrolled airport. We then flew back to santa ana airport (sna) with no further mishaps where I once again debriefed him on the situation. Callback conversation with the reporter revealed the following information: the reporter stated that his trainee was having difficulty with the english language, he withdrew from the program.

Title: ACFT X TAXIED ON TO RWY AND BEGAN HIS TKOF ROLL AS ACFT Y WAS ABOUT TO LAND.

Narrative: I FLEW TO FRENCH VALLEY ARPT (F70) WITH MY STUDENT TO SOLO HIM. UPON ARRIVAL I HAD HIM DO THREE (3) TURNS IN THE PATTERN WITH WERE UNEVENTFUL. UPON COMPLETION OF THE PATTERNS I HAD MY STUDENT DROP ME OFF IN THE TRANSIENT RAMP AREA. THERE I REVIEWED HIS DOCUMENTS ONE LAST TIME AND THEN SENT HIM ON HIS WAY FOR HIS THIRD SOLO FLT AS THIS ARPT. AFTER WALKING AWAY FROM THE PLANE I SAT DOWN BY A LIGHT POST AND TURNED ON MY TRANSCEIVER TO LISTEN TO THE RADIO CALLS. A FEW MINUTES LATER I HEARD A HELICOPTER CALL OUT FINAL FOR THE ACTIVE RWY. A FEW SECONDS LATER I HEARD SAME HELICOPTER CALL ASKING IF THE CESSNA TAKING THE RWY SAW HIM ON FINAL. THERE WAS NO ANSWER. ABOUT 2 SECONDS LATER I HEARD MY STUDENT ON THE RADIO SAYING HE WAS TAKING OFF ON THE ACTIVE RWY. THAT IS WHEN I FIRST REALIZED THAT MY STUDENT WAS INVOLVED IN A RWY INCURSION. BEFORE I WAS ABLE TO MAKE A RADIO CALL TO MY STUDENT HE HAD ALREADY TAKEN OFF AND THE HELICOPTER WAS MAKING WHAT LOOKED LIKE A NORMAL LANDING IN THE RAMP AREA. I LET MY STUDENT COMPLETE THE TFC PATTERN AND THEN TOLD HIM TO COME PICK ME UP, BECAUSE I HAD TO TALK TO HIM. ONCE ON THE GND I BRIEFED THE STUDENT ON WHAT HAD HAPPENED AND ASKED WHY HE TOOK OFF WHEN THERE WAS A HELICOPTER ON FINAL. HE SAID THAT SINCE THE HELICOPTER NEVER HAD USED THE RWYS BEFORE HE DID NOT THINK THIS ONE WOULD EITHER SO HE IGNORED HIM. I THEN DEBRIEFED HIM ON THE IMPORTANCE OF COLLISION AVOIDANCE ESPECIALLY AT AN UNCONTROLLED ARPT. WE THEN FLEW BACK TO SANTA ANA ARPT (SNA) WITH NO FURTHER MISHAPS WHERE I ONCE AGAIN DEBRIEFED HIM ON THE SIT. CALLBACK CONVERSATION WITH THE RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT HIS TRAINEE WAS HAVING DIFFICULTY WITH THE ENGLISH LANGUAGE, HE WITHDREW FROM THE PROGRAM.
