Narrative:

Campaign stop at eri. B727 parked on GA ramp. After speeches, motorcade was to drive around B727 and depart the airport via west gate by FBO. Motorcycles and airport security/secret service vehicle drove the proper route. All vehicles (limos, suv's, buses and other autos) in the remainder of the motorcade traveled east along the hangar line and entered taxiway F, turned west on taxiway D and onto the FBO ramp to west gate. No vehicle in this portion of motorcade was in radio contact with the tower. I attempted to contact 'airport 30' (airport security/secret service) 3 times when I noticed the main part of motorcade not following the motorcycles. At the time of the incident we had no other traffic near these 2 txwys. Airport 30 never answered my xmissions. Future events of this nature need closer management of the vehicles in the motorcade including someone on the ground blocking entrance to movement areas. Supplemental information from acn 483920: numerous vehicles were requesting to cross runways and txwys in preparation for the event. A local ambulance was observed crossing taxiway D from the west ramp to the main ramp without authority/authorized. No loss of separation with any aircraft resulted from the incident, however I was unable to establish radio communication with the ambulance. Future occurrences of this type of incident could be prevented by ensuring all airport vehicle operators are properly trained and certified prior to operating on airport movement areas.

Title: 2 TWR CTLRS COMPLAIN OF THE LACK OF COM, PLANNING AND COORD FOR A CONVOY OF VEHICLES THAT HAD ARRIVED TO ESCORT CAMPAIGNERS OFF THE ARPT AT ERI, PA.

Narrative: CAMPAIGN STOP AT ERI. B727 PARKED ON GA RAMP. AFTER SPEECHES, MOTORCADE WAS TO DRIVE AROUND B727 AND DEPART THE ARPT VIA W GATE BY FBO. MOTORCYCLES AND ARPT SECURITY/SECRET SVC VEHICLE DROVE THE PROPER RTE. ALL VEHICLES (LIMOS, SUV'S, BUSES AND OTHER AUTOS) IN THE REMAINDER OF THE MOTORCADE TRAVELED E ALONG THE HANGAR LINE AND ENTERED TXWY F, TURNED W ON TXWY D AND ONTO THE FBO RAMP TO W GATE. NO VEHICLE IN THIS PORTION OF MOTORCADE WAS IN RADIO CONTACT WITH THE TWR. I ATTEMPTED TO CONTACT 'ARPT 30' (ARPT SECURITY/SECRET SVC) 3 TIMES WHEN I NOTICED THE MAIN PART OF MOTORCADE NOT FOLLOWING THE MOTORCYCLES. AT THE TIME OF THE INCIDENT WE HAD NO OTHER TFC NEAR THESE 2 TXWYS. ARPT 30 NEVER ANSWERED MY XMISSIONS. FUTURE EVENTS OF THIS NATURE NEED CLOSER MGMNT OF THE VEHICLES IN THE MOTORCADE INCLUDING SOMEONE ON THE GND BLOCKING ENTRANCE TO MOVEMENT AREAS. SUPPLEMENTAL INFO FROM ACN 483920: NUMEROUS VEHICLES WERE REQUESTING TO CROSS RWYS AND TXWYS IN PREPARATION FOR THE EVENT. A LCL AMBULANCE WAS OBSERVED XING TXWY D FROM THE W RAMP TO THE MAIN RAMP WITHOUT AUTH. NO LOSS OF SEPARATION WITH ANY ACFT RESULTED FROM THE INCIDENT, HOWEVER I WAS UNABLE TO ESTABLISH RADIO COM WITH THE AMBULANCE. FUTURE OCCURRENCES OF THIS TYPE OF INCIDENT COULD BE PREVENTED BY ENSURING ALL ARPT VEHICLE OPERATORS ARE PROPERLY TRAINED AND CERTIFIED PRIOR TO OPERATING ON ARPT MOVEMENT AREAS.
