Narrative:

I climbed the B757 to FL390 after asking him how long it would take. His response was 3 mins. I had traffic in 4 mins, so I climbed him and expedited the climb. After 3 mins, he was not level or close. I asked if he could be level in 1 min, he said he would get it on up there. I did not issue a time restr based on his response and performance of the B757. I watched the climb for another 25 seconds then issued turns, which were insufficient to maintain separation. I believe pilots need to be held responsible for what they tell controllers -- such as 3 mins means 3 mins, not 5 or 6.

Title: FLC OF A B757 FAILED TO MAKE ALT RESTR DUE TO SLOW RESPONSE TO ARTCC CTLR CLRNC TO A HIGHER ENRTE ALT RESULTING IN A CONFLICT WITH A B737.

Narrative: I CLBED THE B757 TO FL390 AFTER ASKING HIM HOW LONG IT WOULD TAKE. HIS RESPONSE WAS 3 MINS. I HAD TFC IN 4 MINS, SO I CLBED HIM AND EXPEDITED THE CLB. AFTER 3 MINS, HE WAS NOT LEVEL OR CLOSE. I ASKED IF HE COULD BE LEVEL IN 1 MIN, HE SAID HE WOULD GET IT ON UP THERE. I DID NOT ISSUE A TIME RESTR BASED ON HIS RESPONSE AND PERFORMANCE OF THE B757. I WATCHED THE CLB FOR ANOTHER 25 SECONDS THEN ISSUED TURNS, WHICH WERE INSUFFICIENT TO MAINTAIN SEPARATION. I BELIEVE PLTS NEED TO BE HELD RESPONSIBLE FOR WHAT THEY TELL CTLRS -- SUCH AS 3 MINS MEANS 3 MINS, NOT 5 OR 6.
