Narrative:

Mr xy is not stable enough to be a passenger on an aircraft. Mr xy: 1) interfered with my duties as a flight crew member. 2) he smoked in the business class lavatory. He threw the cigarette butt in a waste bin full of paper. 3) he tampered with the smoke detector. 4) he showed erratic behavior and inappropriate action. He was crying hysterically one min and threatening to sue us the next. 5) he stole handfuls of liquor out of the first class cart. This was seen by passenger witnesses in the first row and also #5 flight attendant. 6) he stole a full wine bottle and drank it empty, placing the empty bottle beside his carry-on bag at his seat. A passenger witness seated next to him saw this also. 7) he ignored commands/instructions by the flight crew to be seated, not smoke, etc. 8) 45 mins prior to landing, mr xy took all his carry on bags and locked himself in the forward lavatory for 20 mins. During this time, I heard the toilet flush over and over again. 9) a passenger in row xa and yb called me over and told me they did not 'feel safe' on the aircraft. They said that they noticed he was very irrational from the time that they saw him in the boarding lounge. They stated mr xy seemed 'cucu' or crazy and they did not 'feel safe' with him on board. 10) all first class passenger were not provided a first class service, because we were busy making sure mr xy was not a danger to self or others. Callback conversation with reporter revealed the following information: the reporter stated that the man was not arrested because the captain thought it was no big deal. He said that the individual flight attendants involved could individually press charges, but that he wouldn't. The reporter said that she is a licensed marriage and family counselor, and from her training and experience, she believes that the man has a severe alcohol problem, and perhaps a drug problem. She was afraid to press charges against him and have to testify against him without her company's backing, because she feared for her safety and the safety of her family. She stated that this incident was the single worst moment in her 19 yrs of flying.

Title: CABIN ATTENDANT RPT, B767, JFK-LAX. MENTALLY ILL PAX SMOKED IN LAVATORY, STOLE FIRST CLASS LIQUOR AND WINE. HE SCARED AND UPSET FIRST CLASS PAX. DISRUPTED AND STOPPED FIRST CLASS SVC, VIOLATION OF FAR 91 PT 11.

A PAX WITNESS SEATED NEXT TO HIM SAW THIS ALSO. 7) HE IGNORED COMMANDS/INSTRUCTIONS BY THE FLC TO BE SEATED, NOT SMOKE, ETC. 8) 45 MINS PRIOR TO LNDG, MR XY TOOK ALL HIS CARRY ON BAGS AND LOCKED HIMSELF IN THE FORWARD LAVATORY FOR 20 MINS. DURING THIS TIME, I HEARD THE TOILET FLUSH OVER AND OVER AGAIN. 9) A PAX IN ROW XA AND YB CALLED ME OVER AND TOLD ME THEY DID NOT 'FEEL SAFE' ON THE ACFT. THEY SAID THAT THEY NOTICED HE WAS VERY IRRATIONAL FROM THE TIME THAT THEY SAW HIM IN THE BOARDING LOUNGE. THEY STATED MR XY SEEMED 'CUCU' OR CRAZY AND THEY DID NOT 'FEEL SAFE' WITH HIM ON BOARD. 10) ALL FIRST CLASS PAX WERE NOT PROVIDED A FIRST CLASS SVC, BECAUSE WE WERE BUSY MAKING SURE MR XY WAS NOT A DANGER TO SELF OR OTHERS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE MAN WAS NOT ARRESTED BECAUSE THE CAPT THOUGHT IT WAS NO BIG DEAL. HE SAID THAT THE INDIVIDUAL FLT ATTENDANTS INVOLVED COULD INDIVIDUALLY PRESS CHARGES, BUT THAT HE WOULDN'T. THE RPTR SAID THAT SHE IS A LICENSED MARRIAGE AND FAMILY COUNSELOR, AND FROM HER TRAINING AND EXPERIENCE, SHE BELIEVES THAT THE MAN HAS A SEVERE ALCOHOL PROB, AND PERHAPS A DRUG PROB. SHE WAS AFRAID TO PRESS CHARGES AGAINST HIM AND HAVE TO TESTIFY AGAINST HIM WITHOUT HER COMPANY'S BACKING, BECAUSE SHE FEARED FOR HER SAFETY AND THE SAFETY OF HER FAMILY. SHE STATED THAT THIS INCIDENT WAS THE SINGLE WORST MOMENT IN HER 19 YRS OF FLYING.
