Narrative:

During the pre-departure safety video, I was standing near door 3R by the 3R lavatory when passenger X got up out of his seat at xj and began explaining something in gesticulating motions to the passenger next to him at xh. As he arose, he bumped his head on the fuselage. I asked mr X to please take his seat and he did so, apologizing. Being flight attendant #6, my jump seat was at 3R. Passenger X continued speaking virtually without pause to the now somewhat uncomfortable passenger at xh and then to me. Mr X appeared overly friendly, almost as if intoxicated, however his speech and coherence appeared normal, so I discounted it as simply excitement. I also felt he may have been somewhat mentally handicapped, as I did not smell alcohol on his person. While seated in my jump seat, and after much conversation, I learned he worked at our crew hotel and that he was a nervous flier. I told him everything would be fine, to relax and get some sleep. I worked primarily in first class but learned that passenger X had been causing numerous problems in-flight. From the destruction he apparently caused in the 3R lavatory, it became clear that he needed to be watched and the cockpit was informed. When I went back to coach to see if I could help, I noticed the man that had been seated next to him had re-seated elsewhere, and that the floor in front of mr X (the exit area) had been littered as if a small child had gone out of control. Passenger X began spitting, ringing his flight attendant call button incessantly, and ejecting strong verbal abuse upon flight attendants and especially passenger. It truly seemed as if we had a loose monkey onboard the aircraft. Upon descent, I returned to my jump seat, cleaned it and sat down. Mr X was mumbling half to me, half to himself, and half incoherently. He began to berate our airline, and when I ignored him by avoiding eye contact and conversation, he began to berate me, among other things, by asking if I was stupid and calling me by name. He unfastened his seat belt and I told him to fasten it, which he did. About 30 seconds later, as we taxied in, mr X again unfastened his seat belt, stood, and began to pull his items from the overhead bin, as I continued to ask him to take his seat. Mr X refused to take his seat saying something in a mocking fashion. As I was unable to leave my exit, flight attendant #4, who had also been trying to keep our cockpit-stormer in her seat, was able to get mr X seated. I then stowed his belongings. As mr X sat, he attempted to get up while his seat belt was fastened, finally loosening it enough to where he was sitting on the center armrest. He then repeatedly requested that I get his bags. After the fasten seat belt sign was turned off, mr X rose quickly and attempted to shove passenger out of his way, telling them to move. I slipped in front of him to keep him from knocking passenger down and he followed me up the aisle berating me and calling me names. The fact that I ignored him seemed to make him more verbally abusive. At the boarding door, I presented him to the police. Many of us feel strongly that federal auths should have met the aircraft upon landing, as we felt we had all the criteria for prosecutable federal offenses. Although I fully understand the limitations of the local police, I was miffed that a passenger was able to literally hold us hostage with what appeared to be no repercussions. At minimum, I would like to know that mr X is never to again be allowed carriage on our airlines. I also consider mr X to be a direct threat to our flcs who layover at the hotel at which he works. His menacing and abusive behavior toward crew members may only be exacerbated by his recent experience, and I feel he lacks the mental stability to be entrusted with the room keys and vehicle keys of our crew members or any hotel guests. Callback conversation with reporter revealed the following information: the reporter stated that the man was out of control, like a wild animal had been let loose in the cabin. He believes that they probably should have tied him down to his seat. The cockpit offered no support to the crew, and the captain didn't feel like writing a report on the incident. In the reporter's mind, the captain didn't relay the seriousness of the situation when he called for the auths to meet the flight. The seattle police and a flight service manager met the flight. The police said it was not in their jurisdiction, because it happened over international waters. The reporter thought that the police could have shown more interest in the case and notified the fbi. Supplemental information from acn 487066: upon boarding, prior to pushback, a passenger was observed drinking alcohol from a flask. Another flight attendant advised passenger (mr X) he could not drink from his own flask. The flask was given to a flight attendant. A second flask was taken away with the comment, 'go ahead, there's plenty more where that came from.' mr X was loud, yelling at another passenger to 'cover up.' the passenger went into lavatory at 3R and was yelling loudly. He tore soap dispenser off and threw soap all over walls and mirror. The lavatory had to be locked off. At one point, passenger was sitting on slide container (3R) crying. The passenger threw a meal tray on the floor and became verbally abusive to all flight attendants. He called flight attendant #1 an 'ugly *%$^ #$@!*,' challenging her to try and do something about his behavior, saying he 'knew she couldn't do anything.' his behavior was always erratic and unsettling. He rang his call light every 2-3 mins, asking the same questions: 'what time is it? When are we landing?' also, mr X, on more than one occasion pounded on flight attendant's bunk door yelling 'let me in.' seattle police met the flight, said there wasn't anything they could do and released passenger X.

MR X APPEARED OVERLY FRIENDLY, ALMOST AS IF INTOXICATED, HOWEVER HIS SPEECH AND COHERENCE APPEARED NORMAL, SO I DISCOUNTED IT AS SIMPLY EXCITEMENT. I ALSO FELT HE MAY HAVE BEEN SOMEWHAT MENTALLY HANDICAPPED, AS I DID NOT SMELL ALCOHOL ON HIS PERSON. WHILE SEATED IN MY JUMP SEAT, AND AFTER MUCH CONVERSATION, I LEARNED HE WORKED AT OUR CREW HOTEL AND THAT HE WAS A NERVOUS FLIER. I TOLD HIM EVERYTHING WOULD BE FINE, TO RELAX AND GET SOME SLEEP. I WORKED PRIMARILY IN FIRST CLASS BUT LEARNED THAT PAX X HAD BEEN CAUSING NUMEROUS PROBS INFLT. FROM THE DESTRUCTION HE APPARENTLY CAUSED IN THE 3R LAVATORY, IT BECAME CLR THAT HE NEEDED TO BE WATCHED AND THE COCKPIT WAS INFORMED. WHEN I WENT BACK TO COACH TO SEE IF I COULD HELP, I NOTICED THE MAN THAT HAD BEEN SEATED NEXT TO HIM HAD RE-SEATED ELSEWHERE, AND THAT THE FLOOR IN FRONT OF MR X (THE EXIT AREA) HAD BEEN LITTERED AS IF A SMALL CHILD HAD GONE OUT OF CTL. PAX X BEGAN SPITTING, RINGING HIS FLT ATTENDANT CALL BUTTON INCESSANTLY, AND EJECTING STRONG VERBAL ABUSE UPON FLT ATTENDANTS AND ESPECIALLY PAX. IT TRULY SEEMED AS IF WE HAD A LOOSE MONKEY ONBOARD THE ACFT. UPON DSCNT, I RETURNED TO MY JUMP SEAT, CLEANED IT AND SAT DOWN. MR X WAS MUMBLING HALF TO ME, HALF TO HIMSELF, AND HALF INCOHERENTLY. HE BEGAN TO BERATE OUR AIRLINE, AND WHEN I IGNORED HIM BY AVOIDING EYE CONTACT AND CONVERSATION, HE BEGAN TO BERATE ME, AMONG OTHER THINGS, BY ASKING IF I WAS STUPID AND CALLING ME BY NAME. HE UNFASTENED HIS SEAT BELT AND I TOLD HIM TO FASTEN IT, WHICH HE DID. ABOUT 30 SECONDS LATER, AS WE TAXIED IN, MR X AGAIN UNFASTENED HIS SEAT BELT, STOOD, AND BEGAN TO PULL HIS ITEMS FROM THE OVERHEAD BIN, AS I CONTINUED TO ASK HIM TO TAKE HIS SEAT. MR X REFUSED TO TAKE HIS SEAT SAYING SOMETHING IN A MOCKING FASHION. AS I WAS UNABLE TO LEAVE MY EXIT, FLT ATTENDANT #4, WHO HAD ALSO BEEN TRYING TO KEEP OUR COCKPIT-STORMER IN HER SEAT, WAS ABLE TO GET MR X SEATED. I THEN STOWED HIS BELONGINGS. AS MR X SAT, HE ATTEMPTED TO GET UP WHILE HIS SEAT BELT WAS FASTENED, FINALLY LOOSENING IT ENOUGH TO WHERE HE WAS SITTING ON THE CTR ARMREST. HE THEN REPEATEDLY REQUESTED THAT I GET HIS BAGS. AFTER THE FASTEN SEAT BELT SIGN WAS TURNED OFF, MR X ROSE QUICKLY AND ATTEMPTED TO SHOVE PAX OUT OF HIS WAY, TELLING THEM TO MOVE. I SLIPPED IN FRONT OF HIM TO KEEP HIM FROM KNOCKING PAX DOWN AND HE FOLLOWED ME UP THE AISLE BERATING ME AND CALLING ME NAMES. THE FACT THAT I IGNORED HIM SEEMED TO MAKE HIM MORE VERBALLY ABUSIVE. AT THE BOARDING DOOR, I PRESENTED HIM TO THE POLICE. MANY OF US FEEL STRONGLY THAT FEDERAL AUTHS SHOULD HAVE MET THE ACFT UPON LNDG, AS WE FELT WE HAD ALL THE CRITERIA FOR PROSECUTABLE FEDERAL OFFENSES. ALTHOUGH I FULLY UNDERSTAND THE LIMITATIONS OF THE LCL POLICE, I WAS MIFFED THAT A PAX WAS ABLE TO LITERALLY HOLD US HOSTAGE WITH WHAT APPEARED TO BE NO REPERCUSSIONS. AT MINIMUM, I WOULD LIKE TO KNOW THAT MR X IS NEVER TO AGAIN BE ALLOWED CARRIAGE ON OUR AIRLINES. I ALSO CONSIDER MR X TO BE A DIRECT THREAT TO OUR FLCS WHO LAYOVER AT THE HOTEL AT WHICH HE WORKS. HIS MENACING AND ABUSIVE BEHAVIOR TOWARD CREW MEMBERS MAY ONLY BE EXACERBATED BY HIS RECENT EXPERIENCE, AND I FEEL HE LACKS THE MENTAL STABILITY TO BE ENTRUSTED WITH THE ROOM KEYS AND VEHICLE KEYS OF OUR CREW MEMBERS OR ANY HOTEL GUESTS. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THE RPTR STATED THAT THE MAN WAS OUT OF CTL, LIKE A WILD ANIMAL HAD BEEN LET LOOSE IN THE CABIN. HE BELIEVES THAT THEY PROBABLY SHOULD HAVE TIED HIM DOWN TO HIS SEAT. THE COCKPIT OFFERED NO SUPPORT TO THE CREW, AND THE CAPT DIDN'T FEEL LIKE WRITING A RPT ON THE INCIDENT. IN THE RPTR'S MIND, THE CAPT DIDN'T RELAY THE SERIOUSNESS OF THE SIT WHEN HE CALLED FOR THE AUTHS TO MEET THE FLT. THE SEATTLE POLICE AND A FLT SVC MGR MET THE FLT. THE POLICE SAID IT WAS NOT IN THEIR JURISDICTION, BECAUSE IT HAPPENED OVER INTL WATERS. THE RPTR THOUGHT THAT THE POLICE COULD HAVE SHOWN MORE INTEREST IN THE CASE AND NOTIFIED THE FBI. SUPPLEMENTAL INFO FROM ACN 487066: UPON BOARDING, PRIOR TO PUSHBACK, A PAX WAS OBSERVED DRINKING ALCOHOL FROM A FLASK. ANOTHER FLT ATTENDANT ADVISED PAX (MR X) HE COULD NOT DRINK FROM HIS OWN FLASK. THE PAX WENT INTO LAVATORY AT 3R AND WAS YELLING LOUDLY. HE TORE SOAP DISPENSER OFF AND THREW SOAP ALL OVER WALLS AND MIRROR. THE LAVATORY HAD TO BE LOCKED OFF.
