Narrative:

Unsafe runway operation at lga. XA02Z, 121.85, lga ground. During landing rollout, was prompted by tower to exit runway nonstandard to the right by marine air terminal and contact ground on 121.85. Unable to break in on ground frequency. Ground somehow thought we were another aircraft that was ahead in a line-up of departure traffic. A confusing dialog ensued. When we were finally able to break in and help out, we informed ground of our 10 min gate hold. We were parked on taxiway cc short of taxiway G. After advising ground that was open, we still sat 15 mins before moving. We were then told to double back on taxiway bb and hold short of runway 22 at taxiway east. Upon turning onto taxiway east, I heard ground clear another aircraft at taxiway G to cross runway 22. As we were rolling, I expected like clearance to cross runway 22. Not receiving clearance, I stopped the aircraft prior to crossing the hold short line. The landing aircraft landed. Ground then instructed us to expedite across runway 22. We read back. I applied power and started moving across runway 22. I estimate nearly the entire aircraft was across the hold short line when ground, in a panic, instructed me to cancel crossing clearance and hold short. I stopped and informed ground that we were well past the hold short and in an unsafe position with aircraft about to land -- less than 1/2 mi. Ground instructed to continue across and taxi to ramp. Aircraft on final went around. I was too upset to even call the tower and discuss the dismal handling I experienced from rollout to parking.

Title: S80 CREW RECEIVED CONFUSING INSTRUCTIONS FROM GND CTL AFTER LNDG AT LGA.

Narrative: UNSAFE RWY OP AT LGA. XA02Z, 121.85, LGA GND. DURING LNDG ROLLOUT, WAS PROMPTED BY TWR TO EXIT RWY NONSTANDARD TO THE R BY MARINE AIR TERMINAL AND CONTACT GND ON 121.85. UNABLE TO BREAK IN ON GND FREQ. GND SOMEHOW THOUGHT WE WERE ANOTHER ACFT THAT WAS AHEAD IN A LINE-UP OF DEP TFC. A CONFUSING DIALOG ENSUED. WHEN WE WERE FINALLY ABLE TO BREAK IN AND HELP OUT, WE INFORMED GND OF OUR 10 MIN GATE HOLD. WE WERE PARKED ON TXWY CC SHORT OF TXWY G. AFTER ADVISING GND THAT WAS OPEN, WE STILL SAT 15 MINS BEFORE MOVING. WE WERE THEN TOLD TO DOUBLE BACK ON TXWY BB AND HOLD SHORT OF RWY 22 AT TXWY E. UPON TURNING ONTO TXWY E, I HEARD GND CLR ANOTHER ACFT AT TXWY G TO CROSS RWY 22. AS WE WERE ROLLING, I EXPECTED LIKE CLRNC TO CROSS RWY 22. NOT RECEIVING CLRNC, I STOPPED THE ACFT PRIOR TO XING THE HOLD SHORT LINE. THE LNDG ACFT LANDED. GND THEN INSTRUCTED US TO EXPEDITE ACROSS RWY 22. WE READ BACK. I APPLIED PWR AND STARTED MOVING ACROSS RWY 22. I ESTIMATE NEARLY THE ENTIRE ACFT WAS ACROSS THE HOLD SHORT LINE WHEN GND, IN A PANIC, INSTRUCTED ME TO CANCEL XING CLRNC AND HOLD SHORT. I STOPPED AND INFORMED GND THAT WE WERE WELL PAST THE HOLD SHORT AND IN AN UNSAFE POS WITH ACFT ABOUT TO LAND -- LESS THAN 1/2 MI. GND INSTRUCTED TO CONTINUE ACROSS AND TAXI TO RAMP. ACFT ON FINAL WENT AROUND. I WAS TOO UPSET TO EVEN CALL THE TWR AND DISCUSS THE DISMAL HANDLING I EXPERIENCED FROM ROLLOUT TO PARKING.
