Narrative:
While making an instrument approach to runway 27R at oak, a BE76 advised bay approach that he would 'sneak through a hole' to reach the airport. I was issued a traffic report for the BE76 while still above the clouds. The BE76 was issued a traffic report several times, but did not respond. While IMC, I was issued another traffic report by oak tower. Upon reaching VMC, the BE76 was issued 'traffic 9 O'clock position 1/4 mi.' I never had a visual on the BE76 and no other actions were taken by ATC.

Title: A PA32R CARGO PLT, ON APCH TO OAK NEVER MADE VISUAL CONTACT WITH A BE76 ALSO ON APCH TO OAK.
Narrative: WHILE MAKING AN INST APCH TO RWY 27R AT OAK, A BE76 ADVISED BAY APCH THAT HE WOULD 'SNEAK THROUGH A HOLE' TO REACH THE ARPT. I WAS ISSUED A TFC RPT FOR THE BE76 WHILE STILL ABOVE THE CLOUDS. THE BE76 WAS ISSUED A TFC RPT SEVERAL TIMES, BUT DID NOT RESPOND. WHILE IMC, I WAS ISSUED ANOTHER TFC RPT BY OAK TWR. UPON REACHING VMC, THE BE76 WAS ISSUED 'TFC 9 O'CLOCK POS 1/4 MI.' I NEVER HAD A VISUAL ON THE BE76 AND NO OTHER ACTIONS WERE TAKEN BY ATC.
