Narrative:

During turn to intercept final approach course for ILS runway 16 at ric, and at 2500 ft level, we received a TCASII TA at 11 O'clock and close. We were in the 10 mi range and target showed -200 and possibly climbing. Within 3 seconds, target turned red and gave us an RA and commanded a 2500 ft climb and warning. While I flew the escape procedure and continued the turn, the first officer went to the 5 mi scale showing the target in the same relative position and distance, followed quickly with separation to our rear. We leveled off at 3500 ft and rolled wings level. Simultaneously the first officer and I looked for traffic and the first officer transmitted our actions in response to the RA to approach control. We never had a visual on the target. Approach control acknowledged the traffic and idented it as a pop-up from hanover municipal. This airport is inside 10 mi, near extended approach course for ILS runway 16. Approach stated that we each covered each other's xmissions regarding traffic. At this point we were on the localizer course and very close to the GS because they drive you in at 2500 ft to intercept. We were at the regis FAF, so approach control reclred us for the approach, which we completed to runway 16. In operations, I phoned the approach control supervisor and asked him about the approach. He stated that he had most of the information for their facility report. The aircraft was small. The supervisor estimated 100 ft vertical and 1/4 mi horizontal separation.

Title: AN MD80S CAPT RPTED THAT HE RECEIVED A TCASII RA WHILE ON FINAL APCH TO RIC.

Narrative: DURING TURN TO INTERCEPT FINAL APCH COURSE FOR ILS RWY 16 AT RIC, AND AT 2500 FT LEVEL, WE RECEIVED A TCASII TA AT 11 O'CLOCK AND CLOSE. WE WERE IN THE 10 MI RANGE AND TARGET SHOWED -200 AND POSSIBLY CLBING. WITHIN 3 SECONDS, TARGET TURNED RED AND GAVE US AN RA AND COMMANDED A 2500 FT CLB AND WARNING. WE LEVELED OFF AT 3500 FT AND ROLLED WINGS LEVEL. SIMULTANEOUSLY THE FO AND I LOOKED FOR TFC AND THE FO XMITTED OUR ACTIONS IN RESPONSE TO THE RA TO APCH CTL. WE NEVER HAD A VISUAL ON THE TARGET. APCH CTL ACKNOWLEDGED THE TFC AND IDENTED IT AS A POP-UP FROM HANOVER MUNICIPAL. THIS ARPT IS INSIDE 10 MI, NEAR EXTENDED APCH COURSE FOR ILS RWY 16. APCH STATED THAT WE EACH COVERED EACH OTHER'S XMISSIONS REGARDING TFC. AT THIS POINT WE WERE ON THE LOC COURSE AND VERY CLOSE TO THE GS BECAUSE THEY DRIVE YOU IN AT 2500 FT TO INTERCEPT. WE WERE AT THE REGIS FAF, SO APCH CTL RECLRED US FOR THE APCH, WHICH WE COMPLETED TO RWY 16. IN OPS, I PHONED THE APCH CTL SUPVR AND ASKED HIM ABOUT THE APCH. HE STATED THAT HE HAD MOST OF THE INFO FOR THEIR FACILITY RPT. THE ACFT WAS SMALL. THE SUPVR ESTIMATED 100 FT VERT AND 1/4 MI HORIZ SEPARATION.
